Job Overview:
The position of consultant is part of the Climate Smart Education Systems Initiative (CSESI), which aims to enhance the capacity of Ministries of Education to incorporate climate change adaptation and environmental sustainability into their educational frameworks. This consultancy will focus on developing a national framework for school safety and education continuity in Comoros, which is crucial for ensuring that the education system can withstand climate-related shocks and disasters. The consultant will be responsible for analyzing existing policies, identifying gaps, and creating a comprehensive framework that aligns with national priorities and international standards. This role is pivotal in promoting safer and more inclusive learning environments, ensuring that education continues even in times of crisis, and ultimately contributing to the resilience of the education system in Comoros.

Duties and Responsibilities:
The consultant will undertake a variety of tasks including conducting desk reviews of existing national policies and training materials related to school safety, disaster risk management, and education continuity. They will support stakeholder mapping and engage in consultations with the Ministry of National Education (MEN) and relevant partners to validate findings. The consultant will develop a national framework for school safety and education continuity, ensuring it is gender-responsive and inclusive of disabilities. They will prepare a report identifying capacity gaps in training materials, design training modules for MEN staff and teachers, and create a comprehensive roll-out plan for these training modules. Additionally, the consultant will coordinate with Save the Children to ensure timely delivery of high-quality outputs in French, integrating feedback throughout the process.

Required Qualifications:
Candidates must possess a strong background in education, disaster risk management, or a related field. They should have proven experience in developing educational frameworks or policies, particularly in the context of climate change and disaster resilience. The ideal candidate will demonstrate strong analytical skills, the ability to conduct comprehensive reviews of existing materials, and experience in stakeholder engagement. Proficiency in French is mandatory, and familiarity with international education standards and practices is highly desirable. Candidates should also exhibit excellent communication skills and the ability to work collaboratively in a multicultural environment.

Educational Background:
A relevant advanced degree in education, environmental science, disaster risk management, or a related field is required. Candidates with additional certifications or training in climate change adaptation or educational policy development will be viewed favorably. A strong academic background that demonstrates a commitment to improving educational outcomes and resilience in the face of climate challenges is essential.

Experience:
The position requires significant experience working in educational settings, particularly with Ministries of Education or similar governmental bodies. Experience in consultancy roles, particularly related to school safety and disaster risk management, will be advantageous. Languages:
Fluency in French is mandatory for this position, as the consultant will be required to produce high-quality deliverables in French.
