Job Overview:
The Social Policy Officer will work under the supervision of the Social Policy Specialist based in Jakarta and the Chief Field Office in Surabaya. This role is crucial for providing technical support and assistance throughout all stages of social policy programming and advocacy. The officer will focus on improving public policies to reduce child poverty, enhancing innovative financing at national and sub-national levels, and ensuring the transparency and efficiency of child-focused public investments. The position requires collaboration with government and civil society partners and support for teams working on various sectors such as education, health, child protection, water and sanitation, and climate change. The contract duration for this position is two years, emphasizing the importance of sustainable results in social policy programming.

Duties and Responsibilities:
  • Improve data on child poverty and vulnerability for policy and program action by supporting data collection, analysis, and presentation. This includes strengthening national capacity for routine data collection and reporting.
  • Enhance the use of public and private financial resources for children through budget analysis and advocacy with Ministries of Finance and social sector ministries.
  • Strengthen local governments' capacity in Public Finance Management, focusing on planning, budgeting, and monitoring child-focused spending.
  • Support UNICEF's program management in social policy by coordinating technical support and ensuring timely implementation of initiatives.
  • Establish effective partnerships with various stakeholders to promote child rights and achieve global UN agendas.

Required Qualifications:
Candidates must possess a university degree in Economics, Finance, Social Sciences, or a relevant technical field. A minimum of two years of relevant professional experience is required. Desirable qualifications include experience in development contexts, public financial management, innovative finance, and partnership building with various sectors.

Educational Background:
A university degree in a relevant field such as Economics, Finance, or Social Sciences is required for this position. This educational background is essential for understanding the complexities of social policy and financial management related to child welfare.

Experience:
The position requires a minimum of two years of relevant professional experience, particularly in development, fragile settings, and humanitarian contexts. Experience with public financial management and innovative financing approaches is highly desirable.

Languages:
Fluency in Bahasa Indonesia and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
