Job Overview: The Technical Specialist – HIV plays a crucial role in enhancing the quality and effectiveness of HIV programs by providing technical support, capacity building, and clinical mentoring to implementing partner organizations. This position is pivotal in ensuring that high-quality, lifesaving HIV testing, treatment, care, and support services are delivered effectively. The specialist will lead initiatives aimed at improving clinical quality and capacity in antiretroviral therapy (ART) services, focusing on advanced HIV disease management, viral load optimization, and retention strategies. The role requires a data-driven approach to support ART sites and partners, facilitating continuous program improvement and adherence to national protocols and guidelines.
Duties and Responsibilities: The Technical Specialist will be responsible for identifying technical support needs in collaboration with the EpiC Nepal team, ensuring that implementing partners adhere to national protocols and guidelines for HIV services. Key responsibilities include assisting in the implementation of the advanced HIV disease package, organizing training sessions on HIV case management, providing structured clinical mentorship at ART centers, and supporting government capacity building efforts. The specialist will also strengthen the viral load cascade, promote community-facility linkages, conduct supportive supervision of field activities, and analyze HIV treatment cascade data to provide actionable recommendations for program improvement. Additionally, the role involves regular monitoring and documentation of programmatic achievements and contributing to knowledge sharing within FHI 360 and national forums.
Required Qualifications: Candidates must possess an MBBS degree along with a master's degree in public health (MPH) or an equivalent qualification. A minimum of three to five years of experience in HIV programs, particularly in clinical management and provision of ART, is required. Strong technical, analytical, and clinical expertise in HIV care and treatment is essential, along with familiarity with national guidelines and emerging global best practices. The ability to work independently, manage multiple priorities, and deliver results under minimal supervision is crucial. Excellent interpersonal, organizational, communication, and problem-solving skills are also necessary, along with proficiency in Microsoft Office communication tools.
Educational Background: The ideal candidate should have an MBBS degree complemented by a master's degree in public health (MPH) or a similar qualification. This educational background is essential to ensure a comprehensive understanding of public health principles and practices, particularly in the context of HIV management and treatment.
Experience: The position requires candidates to have three to five years of relevant experience in HIV programs, with a strong emphasis on clinical management of HIV and the provision of antiretroviral therapy (ART). Experience in national or donor-funded programs is preferred, as it demonstrates familiarity with the operational and regulatory frameworks governing HIV services.
Languages: Proficiency in both English and Nepali is mandatory, with excellent oral and written communication skills required for documentation and reporting. Knowledge of additional languages may be considered an asset but is not mandatory.

The expected hiring salary range for this role is NPR 1,575,000 to 1,900,000 annually for basic salary.
