Job Overview: The Deputy CountryDirector for Programs (DCDP) plays a crucial role in overseeing the quality and strategic direction of Solidarités International's programmatic operations and Monitoring, Evaluation, Accountability, and Learning (MEAL) systems in Cabo Delgado, Mozambique. The DCDP is responsible for ensuring that programs are implemented effectively, in compliance with SI's strategic objectives and donor requirements. This position involves supervising Program Managers and the MEAL Manager, supporting adaptive programming, and collaborating closely with the coordinator" style="border-bottom: 1px dotted #007bff !important;">Area Coordinator and field teams to enhance coordination, accountability, and operational continuity. Duties and Responsibilities: The DCDP's responsibilities include:
Supervising ongoing programs across all operational bases, ensuring structured oversight and technical support for departments such as WASH, FSL, RRM, and MEAL.
Strengthening MEAL systems to ensure effective use of monitoring data for programmatic decision-making and accountability.
Ensuring quality closure of ending projects and structured launch of new projects, particularly in April-May 202
Reinforcing program compliance with donor requirements and internal procedures.
Clarifying roles, workflows, and coordination mechanisms between Program, MEAL, and Support departments.
Leading and coordinating proposal development with Project Managers, Technical Coordinators, and the Grants Department.
Strengthening representation and collaboration with local authorities, clusters, and key partners in a sensitive operational environment.
Required Qualifications: Candidates must possess a Master's degree in humanitarian action, development, law" style="border-bottom: 1px dotted #007bff !important;">international law, or a related technical area pertinent to the humanitarian sector. Additionally, candidates should have 3 to 4 years of experience in the humanitarian sector, with a similar duration of experience in a comparable position. Strong project cycle management skills, a solid background in at least one technical sector (WASH, FSL, Shelter/NFI, or Rapid Response), and a good understanding of MEAL systems and accountability mechanisms are essential. Familiarity with donor compliance and reporting requirements is also required.
Educational Background: A Master's degree in humanitarian action, development, international law, or any other relevant technical area related to the humanitarian sector is required for this position. This educational background is crucial for understanding the complexities of humanitarian operations and the legal frameworks that govern them.
Experience: The position requires candidates to have 3 to 4 years of experience in the humanitarian sector, with a similar duration of experience in a comparable role. The salary for this position starts from EUR 3,080 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with accommodation costs and travel expenses covered by SI.
