Job Overview:
The Monitoring and Evaluation (M&E) Officer will play a crucial role in the ILO's project aimed at improving labor governance in Papua New Guinea (PNG). This project, funded by the Australian Department of Foreign Affairs and Trade (DFAT), seeks to address systemic gaps in the labor governance framework of PNG. The M&E Officer will be responsible for developing and implementing a Performance Monitoring Plan that includes setting baselines, targets, and indicators, as well as reporting on project activities and performance. The role requires collaboration with the Project Manager to design data collection tools and coordinate surveys, ensuring that the project meets its objectives effectively. The M&E Officer will also be the focal point for evaluations and will support capacity building for project staff and stakeholders in monitoring and evaluation practices.

Duties and Responsibilities:
The M&E Officer will undertake a variety of responsibilities, including:
  • Collaborating with the Project Manager to strengthen and implement the Performance Monitoring Plan, ensuring alignment with project objectives and gender considerations.
  • Designing and rolling out data collection tools that encompass both quantitative and qualitative dimensions, including key performance indicators.
  • Coordinating baseline and follow-up surveys and studies, ensuring comprehensive data collection and analysis.
  • Preparing periodic reports for donors, summarizing project progress and outcomes.
  • Acting as the focal point for mid-term reviews and final evaluations, supporting related activities and ensuring thorough documentation.
  • Reviewing and analyzing work plans and reports for clarity and consistency, monitoring project activities and outputs.
  • Developing M&E operational guidelines and providing training for project staff and partners on M&E practices.
  • Maintaining close relationships with national authorities and project partners regarding M&E activities.
  • Supporting the Project Manager in developing communication materials that highlight project results and impacts. 1
  • Facilitating workshops on monitoring and evaluation and data collection frameworks. 1
  • Maintaining and updating the project beneficiary database. 1
  • Providing technical support in piloting Labour Management Information systems within the Department of Labour and Industrial Relations (DLIR).

Required Qualifications:
Candidates must possess a first-level university degree in statistics, public policy, international development, economics, or a related field. Professional training in monitoring and evaluation and strategic planning is highly desirable. Candidates should have a strong understanding of evaluation methodologies and data collection techniques, as well as experience in managing and guiding project staff and survey personnel. Knowledge of programming and results-based management principles is essential, along with effective communication skills.

Educational Background:
The position requires a first-level university degree in a relevant field such as statistics, public policy, international development, or economics. Additional professional training in monitoring and evaluation is preferred, equipping candidates with the necessary skills to effectively implement M&E activities within the project framework.

Experience:
Candidates should have a minimum of two years of professional experience in a monitoring and evaluation role, specifically in implementing M&E activities. Experience in strategic planning, performance measurement, and database management is crucial. Familiarity with planning and managing surveys, as well as developing data collection tools, is also required. Candidates should demonstrate knowledge of qualitative and quantitative evaluation methodologies and possess experience in knowledge management within a development context.

Languages:
A strong command of English is mandatory for this position. Knowledge of local languages is considered an advantage, as it may facilitate better communication and engagement with local stakeholders and project beneficiaries.

This position is a fixed-term appointment for one year, with the possibility of annual renewal based on performance and funding availability.
