Job Overview: The DRR Senior Technical Officer will report to the Operations Manager and work under the technical supervision of the Global DRR Specialist. This position is crucial in providing specialized expertise and technical support to various projects and partners in line with established technical frameworks and standards. The officer will be responsible for ensuring that project activities are implemented according to internal quality standards and will suggest improvements as necessary. The role also involves adapting technical documentation to meet global standards, coordinating with technical partners, and contributing to research and proposal writing. The officer will play a significant role in enhancing technical learning and ensuring that the organization’s expertise is effectively communicated and utilized in various networks and partnerships. Furthermore, the officer will be involved in emergency preparedness and response, adapting work modalities to ensure effective humanitarian responses during crises.
Duties and Responsibilities:
Provide specialized expertise in policy guidance and technical support to projects and partners, ensuring compliance with technical standards.
Facilitate project-based technical learning with a global impact, ensuring collaboration with Global and Field Technical Specialists.
Enhance the external technical influence of HI by representing the organization in relevant networks and contributing to advocacy messages.
Support emergency preparedness actions and adapt work modalities during emergencies to ensure effective humanitarian responses.
Required Qualifications: Candidates must possess a minimum of 3 years of progressively responsible professional experience in disaster risk reduction (DRR), preparedness, climate change adaptation, or related fields. Experience in conflict-affected or fragile contexts, particularly in Syria or the Middle East, is highly desirable. Proven experience in implementing multi-risk DRR projects and developing contingency and preparedness plans is essential. Candidates should also have strong skills in facilitating technical workshops and consultations, representing organizations in coordination platforms, and technical reporting.
Educational Background: A Bachelor’s degree in Humanitarian Action or a relevant field is required for this position. This educational background should provide a solid foundation in humanitarian principles and practices, particularly in relation to disaster risk reduction and emergency response.
Experience: The position requires a minimum of 3 years of relevant professional experience, with a focus on disaster risk reduction, preparedness, and climate change adaptation. Experience in conflict-affected areas, particularly in the Middle East, is considered an asset. Candidates should demonstrate a proven track record in supporting the implementation of multi-risk DRR projects and developing contingency plans.
Languages: Fluency in written and spoken English is mandatory for this position, as it is essential for communication and reporting. Fluency in Arabic is considered an asset, enhancing the ability to engage with local stakeholders and communities effectively.
Additional Notes: The contract duration is 12 months, starting from August 10, 2026, with the possibility of extension based on funding availability. The position is unaccompanied, and the organization will cover travel costs, including air tickets and visa expenses. The compensation package includes a gross monthly salary starting from €2,448, per diem of €533 net/month, and a hardship allowance of €500 net/month. Employees are entitled to 25 days of paid leave per year and rest and recuperation (R&R) according to the mission level. Housing will be provided collectively by HI, and additional benefits include unemployment insurance for EU nationals, a pension scheme, and medical coverage.
