Job Overview: The WASHProgramme Support Specialist position is designed to provide technical, programmatic, and capacity-building support to enhance the design, implementation, monitoring, and scaling of climate-resilient and inclusive Water, Sanitation, and Hygiene (WASH) interventions. This role is crucial in aligning with UNICEF’s child rights-based approach and supporting the Government of Pakistan in achieving the Sustainable Development Goals (SDGs). The incumbent will work closely with provincial authorities, communities, and stakeholders to ensure that WASH services are safe, inclusive, gender-responsive, and disability-inclusive. The position emphasizes the importance of community engagement and climate adaptation in delivering effective WASH services.
Duties and Responsibilities: The incumbent will report directly to the Provincial WASH-CEE Specialist and will be responsible for a variety of tasks including: preparing annual work plans, budgets, and implementation roadmaps for the WASH component; developing monitoring frameworks and tools aligned with programme indicators; ensuring that all WASH services and facilities are safe and inclusive; supporting the development and implementation of climate-resilient WASH service models; providing technical support to improve WASH infrastructure in schools and health facilities; conducting regular field visits for quality assurance; supporting data analysis and reporting; documenting best practices and innovations; coordinating with provincial departments and development partners; and representing UNICEF WASH in technical working groups.
Required Qualifications: Candidates must possess excellent writing and communication skills, the ability to work independently and collaboratively, and a strong understanding of current climate change trends and their impact on WASH. The role requires a proactive approach to problem-solving and the ability to engage effectively with various stakeholders.
Educational Background: A relevant degree in public health, environmental science, social sciences, or a related field is required. Advanced degrees or specialized training in WASH or related areas will be considered an asset.
Experience: Candidates should have a minimum of 3-5 years of professional experience in WASH programming, preferably in a humanitarian or development context. Experience working with government institutions, NGOs, and community-based organizations is highly desirable. Familiarity with climate-resilient practices and inclusive service delivery is also important.
Languages: Fluency in English is mandatory, and knowledge of Urdu or other local languages is an advantage. Strong communication skills in both written and spoken forms are essential for effective stakeholder engagement.
Additional Notes: This is a national UNV assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover living expenses. The position includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The role is full-time and requires a commitment to the principles of volunteerism and the mission of UNICEF.
