Job Overview:
The position of Monitor de Gobernanza involves facilitating and supporting the Secretaría de Seguridad Alimentaria y Nutricional (SESAN) in strengthening governance in nutrition" style="border-bottom: 1px dotted #007bff !important;">food and nutrition security" style="border-bottom: 1px dotted #007bff !important;">security (SAN) at the municipal and community levels. The role requires working closely with local monitors and community leaders to promote awareness and implementation of SAN initiatives. The Monitor will assist in coordinating projects, ensuring alignment with community priorities, and documenting processes to enhance transparency and accountability. This position is crucial for fostering community engagement and ensuring that local needs are met through effective governance practices.

Educational Background:
Candidates must possess a bachelor's degree in a relevant field such as nutrition, social work, or social sciences. This educational background is essential for understanding the complexities of food and nutrition security and community engagement.
Experience:
Candidates should have a minimum of three years of relevant experience in community work, local development, or food and nutrition security. Experience in participatory planning and facilitating training sessions is also required, demonstrating the ability to engage effectively with local communities and stakeholders.
Languages:
Proficiency in Spanish is mandatory, and knowledge of the local language is desirable. This linguistic capability is crucial for effective communication with community members and stakeholders.
Additional Notes:
The position is a consultancy role with specific deliverables and timelines. The consultant will be expected to submit a financial proposal detailing costs per product, including travel expenses. Payment will be made within 30 days of receiving an invoice after UNICEF's acceptance of the work. The consultant will not be considered a staff member of UNICEF and will not receive staff benefits. Duties and Responsibilities:
- Support the municipal monitor of SESAN in awareness-raising processes about SAN among various municipal and community groups.
- Accompany the SESAN monitor in COMUDE and COMUSAN sessions, providing updated information on proposals and progress in community-related SAN processes.
- Facilitate coordination between the SESAN monitor and the social promoter of SCEP to jointly promote the inclusion of SAN projects in the Development Councils' budgets.
- Assist in formulating territorial-focused projects to access municipal funds and integrate SAN into municipal planning and budgeting instruments.
- Support the SESAN monitor in coordinating with COMUSAN and COMUDE.
- Collaborate with the social promoter of SCEP and the SESAN municipal monitor in formulating and implementing Community Life Plans (PVC).
- Promote articulation spaces between community and municipal actors to ensure SAN actions respond to territorial priorities.
- Provide clear, timely, and understandable feedback to communities regarding progress and results.
- Document all community and municipal processes through minutes, reports, and photographs. 1
- Prepare progress reports that provide inputs for monitoring actions and decision-making. 1
- Coordinate closely with the interdepartmental project facilitator to ensure coherence and complementarity among intervention municipalities according to established guidelines.
Required Qualifications:
- Bachelor's degree in nutrition, social work, social sciences, or a related field (required).
- Minimum of 3 years of experience in community work, local development, SAN, or participatory planning (required).
- Experience facilitating training processes using participatory methodologies with local leaders, COCODE, and community organizations (required).
- Knowledge and experience in the functioning of SINASAN and/or SISCODE (required).
- Understanding of rights-based approaches, interculturality, and gender equity (desirable).
- Ability to prepare reports and training materials (required).
- Local language proficiency (desirable).
