Job Overview:
The Monitoring and Evaluation Officer (School Meals) will play a crucial role in the implementation of the McGovern-Dole School Meals programme in Karachi, Pakistan. This position is essential for ensuring operational accountability and learning within the program, focusing on daily monitoring and reporting, managing field monitors, and supporting various evaluation activities. The officer will be responsible for overseeing the monitoring and evaluation systems, ensuring alignment with program goals, and leading the M&E team to enhance their skills and professional development. The role requires a proactive approach to data analysis, field visits for oversight, and collaboration with various stakeholders to ensure the program's success. The M&E Officer will also document lessons learned and advocate for best practices, contributing to the overall effectiveness of the school meals initiative.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include, but are not limited to: ensuring alignment of M&E activities with program goals; leading the MGD M&E team and providing regular supervision and capacity building; providing technical leadership and support to M&E staff; analyzing project data monthly and presenting findings to the Project Manager; conducting field visits to monitor data quality and provide training; capturing and documenting lessons learned; overseeing the MGD M&E budget planning; coordinating evaluations and assessments; supporting the development of SOPs and training materials; engaging with partners and government counterparts; and undertaking any other tasks as assigned that align with the position's level and expertise.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields. Alternatively, a first university degree with an additional two years of relevant work experience and/or training is acceptable. The role requires excellent writing skills, the ability to design and lead monitoring systems, and proficiency in preparing regular reports. Candidates should demonstrate strong analytical skills and the capacity to use data for decision-making and program correction.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as social sciences, statistics, development economics, performance management, or monitoring and evaluation. A first university degree combined with additional relevant work experience and training is also acceptable. It is essential that all educational documents are verified and attested by the Higher Education Commission (HEC) in Pakistan, as appointment is contingent upon submission of HEC-verified degrees.

Experience:
A minimum of three years of post-graduate professional or managerial experience is required for this position. Candidates should have experience leading M&E teams within a UN agency, NGO, or government department. Previous experience working for a UN or international agency in Pakistan is desirable. Familiarity with various quantitative and qualitative analytical tools and methods is also essential for this role.

Languages:
Fluency in English and Urdu is mandatory for this position. A working knowledge of Sindhi is considered a plus, as it may facilitate communication with local stakeholders and enhance the effectiveness of the program's implementation.

This position is based in Karachi, Pakistan, and is offered on a fixed-term contract for a duration of 12 months, with the possibility of extension.
