Job Overview: The UN Volunteer will work under the direct supervision of the Assistant FAOR Administration, providing comprehensive human resources support and policy-related services. The role involves ensuring compliance with relevant policies and regulations, coordinating personnel actions, and maintaining confidential personnel records. The volunteer will also provide guidance to staff members on benefits and entitlements, handle complex cases, and assist in the recruitment process for various staff categories. The position requires a proactive approach to HR management, with a focus on achieving food security through effective staffing and support for FAO's diverse programs in Kenya.
Duties and Responsibilities: The UN Volunteer will undertake a variety of tasks including:
Coordinating the delivery of HR support and policy-related services, ensuring compliance with policies and regulations.
Managing personnel actions such as appointments, extensions, and transfers, while processing requests and advising on entitlements.
Providing briefing and debriefing to staff members regarding benefits, entitlements, and HR policies.
Handling complex HR cases and conducting research on employment conditions and social security issues.
Supporting the recruitment process by advising on vacancy announcements and coordinating interview arrangements.
Assisting managers in job profile preparation and advising on changes to post functions.
Compiling and analyzing information related to staffing and HR policies, and preparing reports.
Drafting HR policy papers and participating in staff development programs.
Performing additional duties as required, including promoting volunteerism and contributing to UNV activities.
Required Qualifications: Candidates must possess strong interpersonal skills, a commitment to continuous learning, and the ability to work effectively in teams. They should demonstrate professionalism, respect for diversity, and the ability to manage time and prioritize tasks effectively. Knowledge of HR policies and procedures, as well as experience in personnel management, is highly desirable. The ability to communicate effectively and build trust with colleagues and stakeholders is essential.
Educational Background: A degree in Human Resources Management, Business Administration, Social Sciences, or a related field is required. Additional certifications in HR or related areas would be an advantage. Candidates should have a solid understanding of HR principles and practices, as well as familiarity with UN policies and procedures.
Experience: A minimum of 2 years of relevant experience in human resources management or administration is required. Experience in a multicultural environment, particularly within the UN system or similar organizations, is highly desirable. Candidates should have a proven track record of managing HR processes and providing support to staff in a professional manner.
Languages: Fluency in English is mandatory. Knowledge of additional languages, particularly French or Spanish, is considered an asset and would enhance the candidate's profile.
Additional Notes: The contract duration is subject to availability of funding and satisfactory performance, with no expectation of renewal. The UN Volunteer will receive a Volunteer Living Allowance (VLA) to cover basic needs, calculated based on the Post-Adjustment Multiplier (PAM). Additional benefits include life, health, and disability insurance, as well as travel allowances for official duties. A settling-in grant is provided for new volunteers, and a resettlement allowance is paid upon satisfactory completion of the assignment.
