Job Overview:
The Deputy Country Director for Programs (DCDP) is tasked with overseeing the quality and strategic direction of SI's programmatic operations and Monitoring, Evaluation, Accountability, and Learning (MEAL) systems in Cabo Delgado, Mozambique. This role is crucial for ensuring that programs are implemented effectively, in compliance with SI's strategies and donor requirements. The DCDP will supervise Program Managers and the MEAL Manager, support adaptive programming, and collaborate closely with the coordinator" style="border-bottom: 1px dotted #007bff !important;">Area Coordinator and field teams to enhance coordination and operational continuity. Duties and Responsibilities:
The DCDP will be responsible for a variety of tasks, including but not limited to:
  • Supervising ongoing programs across all operational bases and overseeing technical departments such as WASH, FSL, RRM Co, and MEAL.
  • Strengthening MEAL systems to ensure effective use of monitoring data for programmatic decision-making.
  • Ensuring quality closure of ending projects and structured launch of new projects.
  • Reinforcing program compliance with donor requirements and internal procedures.
  • Clarifying roles, workflows, and coordination mechanisms between Program, MEAL, and Support departments.
  • Leading and coordinating proposal development with Project Managers, Technical Coordinators, and the Grants Department.
  • Strengthening representation and collaboration with local authorities, clusters, and key partners.

Required Qualifications:
Candidates must possess a Master's degree in humanitarian action, development, law" style="border-bottom: 1px dotted #007bff !important;">international law, or a related technical area pertinent to the humanitarian sector. Additionally, they should have 3 to 4 years of experience in the humanitarian sector, with a similar duration of experience in a comparable position. Strong project cycle management skills, a solid background in at least one technical sector (WASH, FSL, Shelter/NFI, or Rapid Response), and a good understanding of MEAL systems and accountability mechanisms are essential. Knowledge of donor compliance and reporting requirements is also required.

Educational Background:
A Master's degree in a relevant field such as humanitarian action, development, or international law is mandatory for this position. This educational background is crucial for understanding the complexities of humanitarian operations and the legal frameworks that govern them.

Experience:
The position requires candidates to have a minimum of 3 to 4 years of experience in the humanitarian sector, with at least 3 to 4 years in a similar role. This experience should encompass project management, program implementation, and familiarity with the challenges faced in humanitarian contexts, particularly in regions affected by conflict or natural disasters.

Languages:
Proficiency in English is mandatory for this position. Additionally, knowledge of Portuguese is considered a strong asset, while Spanish or Italian may also be beneficial. The ability to communicate effectively in these languages is crucial for collaboration with local authorities and partners.

The salary for this position starts from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. A monthly per diem of USD 750 is also provided, along with accommodation costs and travel expenses. Expatriates will receive an insurance package covering healthcare expenses and essential vaccinations. Living conditions in Pemba are described as good for expatriates, with stable utilities and reliable internet access.
