Job Overview:
The Laboratory Technical Advisor position at the WHO Nepal Country Office is crucial for supporting the Ministry of Health and Population (MoHP) in enhancing laboratory capacity and response to public health emergencies, particularly in the context of COVID-19 and other infectious diseases. The advisor will work under the guidance of the Head of the WHO Country Office and the Health Emergency Lead, focusing on developing and implementing strategies for laboratory preparedness, response readiness, and quality assurance. The role involves providing technical guidance, managing laboratory networks, and ensuring effective communication and collaboration with national and international partners. The advisor will also be responsible for capacity building, training, and resource mobilization to strengthen the laboratory infrastructure in Nepal.

Duties and Responsibilities:
  • Support the development of Public Health Laboratory Preparedness & Response strategies for COVID-19 and provide technical guidance to national and provincial laboratories.
  • Strengthen laboratory-based Influenza surveillance and reporting under the Pandemic Preparedness Plan.
  • Provide technical advice for early detection and laboratory support for infectious disease outbreaks.
  • Develop a national public health laboratory network strategy and action plan.
  • Establish a National Quality Assurance System for the laboratory network.
  • Implement a robust laboratory information management system and encourage data sharing.
  • Conduct training and capacity building for laboratory staff at various levels.
  • Ensure laboratory bio-safety and biosecurity measures are in place.
  • Support surveillance of antimicrobial resistance in a one health context. 1
  • Manage and mentor the laboratory support team and represent the WHO in technical meetings. 1
  • Perform additional duties as assigned by the Health Emergency Lead or Head of WHO Country Office.

Required Qualifications:
Essential qualifications include a university degree in Medical Laboratory Technology or Medical Microbiology, with at least two years of practical experience in laboratory-based infectious disease surveillance programs. Candidates should demonstrate skills in public health laboratory preparedness, technical advice, and effective communication with stakeholders. Desirable qualifications include an advanced degree in Medical Microbiology and previous experience with WHO or other UN agencies, particularly in managing large infectious disease projects.

Educational Background:
Candidates must possess a bachelor's degree in Medical Laboratory Technology or Medical Microbiology. An advanced degree in Medical Microbiology is desirable, reflecting a higher level of expertise in the field.

Experience:
The position requires a minimum of two years of practical experience in developing and implementing laboratory-based infectious disease surveillance programs. Experience in outbreak investigation and managing public health microbiology laboratories is essential. Previous exposure to international health initiatives and funding acquisition is also desirable, along with a demonstrated ability to conduct research and publish findings in the field.

Languages:
Expert knowledge of English is essential for this position. A working knowledge of other UN official languages is desirable, enhancing communication with diverse stakeholders and partners.

The position offers a competitive salary starting at USD 56,046 annually, with additional benefits including a variable post adjustment, annual leave, allowances for dependents, and an education grant for children.
