The organization coordinates various projects and programs that encompass research, capacity building, natural resources management, technology transfer, and food and agriculture policy. Established with a vision to be a credible partner in these areas, FAO Mongolia has been involved in numerous initiatives related to livestock production systems management, emergency response operations, crop production system management, and food quality and safety. The organization operates in Mongolia and collaborates with international partners, including the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ), to implement projects like the Sustainable Ecosystem and Agriculture Management for Rural Development in Mongolia (STREAM).

Job Overview:
The Administration Specialist will play a crucial role in supporting the project team responsible for managing the Agriculture and Land Component of the STREAM project. This position requires the incumbent to engage in various administrative functions that are essential for the effective day-to-day operations of the project. The Administration Specialist will work under the supervision of the FAO Representative in Mongolia and the National Project Manager, ensuring that all administrative tasks are executed in compliance with FAO rules and regulations. The role involves providing logistical support, managing project documentation, and facilitating communication among team members and stakeholders. The incumbent will also be responsible for maintaining accurate records and ensuring that project assets are managed effectively, contributing to the overall success of the project.

Duties and Responsibilities:
The duties and responsibilities of the Administration Specialist include: carrying out administrative functions such as drafting and reviewing Terms of Reference (TORs) for project personnel; supporting the hiring process for national and international staff; initiating and following up on GRMS-related actions; coordinating tender evaluation processes; monitoring petty cash expenditures; providing logistical and travel support; guiding the project team on FAO administrative procedures; maintaining effective communication and filing systems; managing official correspondence; ensuring the maintenance of FAO premises; organizing workshops, trainings, and meetings; maintaining project assets and inventory; assisting in the organization of Project Steering Committee meetings; supporting the Project Manager and technical experts in vehicle maintenance; and performing any other duties as requested by supervisors.

Required Qualifications:
Candidates must possess a minimum of a bachelor's degree in management, business administration, accounting, or a related field, along with professional certification. Additionally, a minimum of 5 years of relevant working experience in management, business administration, or accounting is required. Candidates must also demonstrate a working knowledge of English at level C and must be of Mongolian nationality. The role demands strong communication skills, both written and spoken, in English and Mongolian, as well as experience in managing the administration, finances, and procurements of large projects.

Educational Background:
The educational background required for this position includes at least a bachelor's degree in management, business administration, accounting, or a related field. A master's degree is considered an asset, and candidates must have their qualifications recognized by an accredited institution listed in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 5 years of working experience in relevant fields such as management, business administration, or accounting. Experience in the UN system is considered an asset, and candidates should have a proven track record of managing large projects effectively.

Languages:
The mandatory language requirement for this position is a working knowledge of English at level C. Additionally, proficiency in Mongolian is essential, as the role involves communication with local stakeholders and project teams. Knowledge of other languages may be considered a plus but is not mandatory.
