Job Overview:
The position involves conducting a comprehensive study on manifestations of gender-based discrimination in access to administrative services in Morocco. The consultant will analyze legal and institutional frameworks, identify systemic biases, and propose mechanisms for prevention and remediation of such discrimination. The role requires a thorough understanding of both national and international standards regarding gender equality and human rights. The consultant will work under the supervision of the Programme Management Specialist at UN Women Morocco, ensuring that the study aligns with international norms and contributes to the national program 'Towards an Administration of Equality (2025-2026)'. Regular meetings will be held with UN Women and the Mediator Institution of the Kingdom to discuss progress and findings.

Duties and Responsibilities:
  • Conduct a conceptual and legal analysis of gender-based discrimination in public administration, including a review of constitutional, legislative, and regulatory frameworks.
  • Analyze institutional practices to identify factors that may lead to gender discrimination, including the impact of digitization and administrative simplification.
  • Examine a sample of complaints and relevant data to identify recurring patterns of gender discrimination, highlighting the most affected groups of women.
  • Develop an operational methodology for detecting and monitoring gender discrimination in administration, including practical tools and relevant indicators.
  • Formulate actionable legal and institutional recommendations tailored to the Moroccan context, aimed at strengthening institutional frameworks for prevention and remediation of discrimination.
  • Present and discuss study results in technical meetings or workshops, incorporating feedback from stakeholders into final deliverables.

Required Qualifications:
Candidates must possess a strong understanding of the Moroccan institutional context, with proven skills in qualitative and quantitative research, data collection, and analysis. They should have excellent legal writing and synthesis capabilities, as well as the ability to present results and formulate operational recommendations. The consultant must be adept at integrating gender and human rights perspectives into their analysis and recommendations, demonstrating strong communication and collaborative skills.

Educational Background:
A higher university degree (Master's or equivalent) in law, social sciences, political science, public policy, human rights, or related fields is required. A bachelor's degree with two additional years of relevant professional experience may be accepted in lieu of a higher degree.

Experience:
A minimum of 7 years of proven experience in legal and institutional analysis, public governance, or related fields is required. Experience in human rights, gender equality, and non-discrimination is essential, along with experience analyzing public policies and administrative mechanisms. Familiarity with public institutions or international organizations, including the United Nations, is considered an asset.

Languages:
Fluency in Arabic and French is required. Knowledge of another official UN language would be an advantage.

Additional Notes:
This is a home-based consultancy position, with no travel outside of Rabat expected. The deliverables must be submitted in both Arabic and French, with specific deadlines for each report outlined in the job description. The consultant will be supported by the human resources focal point for contract and payment-related inquiries.
