Job Overview:
The Financial Assistant position is crucial for executing a wide range of standardized financial tasks that require knowledge of WFP's administrative and financial procedures, processes, and policies. The incumbent will work under the direct supervision of the Finance and Administration Officer and collaborate with various units within the office. This role demands a high level of independence, utilizing technical knowledge and experience to analyze data, prepare reports, provide advice, and identify opportunities for improvement. The Financial Assistant will play a key role in ensuring compliance with financial policies and regulations while supporting the overall financial management of the organization. The position is designed for individuals who are detail-oriented and capable of managing multiple tasks efficiently, contributing to the effective financial operations of WFP in Cuba.

Duties and Responsibilities:
  • Provide technical and procedural support to staff in finance and budgeting to ensure compliance with WFP's financial policies, standards, and regulations.
  • Monitor monthly expenditure forecasts and prepare reports on spending to facilitate informed decision-making.
  • Regularly track bank accounts and petty cash to ensure sufficient funds are available and disbursed in a timely manner.
  • Verify payment requests to suppliers, advances, and other receivables, adhering to appropriate procurement procedures to ensure timely payments.
  • Compile information from various sources to prepare reports related to budgets, accounting, finance, and statistics.
  • Extract, format, and validate information from various financial information systems, addressing discrepancies with the supervisor and following up on corrective actions.
  • Perform administrative functions related to tracking and recording fixed assets, fuel expenses, and vehicle and generator spare parts to ensure databases are accurately maintained.
  • Maintain a web-based record of all invoices and payments by transfer, ensuring documentation is preserved and archived according to WFP guidelines.
  • Monitor and record all expenditures in line with the approved budget to ensure correct allocation and timely processing of payments to external suppliers, cash donations, and other invoices. 1
  • Provide guidance and training to other support staff to ensure services are delivered systematically and in accordance with established requirements. 1
  • Monitor Cash-Based Transfers (CBT) operations and perform reconciliations with related areas involved in project implementation.

Required Qualifications:
Minimum education requirement includes completion of secondary education. A post-secondary certificate in Finance, Accounting, Economics, Business Administration, or related fields is desirable. Candidates should possess a strong understanding of financial principles and practices, as well as familiarity with WFP's financial regulations and procedures. Additionally, candidates should demonstrate proficiency in financial data analysis and reporting, with the ability to communicate complex financial information clearly and effectively. Strong organizational skills and attention to detail are essential, as is the ability to work collaboratively in a team environment.

Educational Background:
Candidates are required to have completed their pre-university education cycle. A post-secondary education certificate in Finance, Accounting, Economics, Business Administration, or other related fields will be considered an asset. This educational background is crucial for understanding the financial principles and practices necessary for the role.

Experience:
A minimum of five years of relevant experience in the financial field is required. Candidates should have a proven track record of working in finance, accounting, or related areas, demonstrating their ability to manage financial tasks effectively and efficiently. Experience in humanitarian or development organizations, particularly within the UN system, is highly desirable and will be viewed favorably during the selection process.

Languages:
Fluency in spoken and written Spanish is mandatory. Intermediate proficiency in English is desirable, as it will facilitate communication with international colleagues and stakeholders. Knowledge of additional languages may be considered an advantage, particularly in a multicultural work environment.

The position is classified as a Service Contract SC-5, based in Havana, Cuba. The initial contract duration is for 12 months, with the possibility of extension based on organizational needs.
