Job Overview:
The Technical Lead for Acute Care Transformation will play a pivotal role in leading and providing technical support for the implementation and monitoring of the Acute Care Transformation through Basic Emergency Care (ACTxBEC) initiative in Rwanda. This position is crucial for overseeing the implementation, monitoring, and evaluation of ACTxBEC activities in collaboration with the WHO Regional Office, Headquarters, and the Ministry of Health. The ACTxBEC initiative aims to enhance the capacity of healthcare systems in Rwanda by improving access to quality emergency care services, thereby contributing to the WHO's General Programme of Work and the Sustainable Development Goals. The incumbent will be responsible for ensuring that the initiative aligns with national health priorities and adheres to global standards, thereby facilitating the delivery of integrated emergency care services across the country.

Duties and Responsibilities:
The incumbent will report to the WHO Country Representative for Rwanda and work under the direct supervision of the WHO Health Systems and Service (HSS) Team Lead. The specific duties include coordinating the ACTxBEC initiative's intervention and research activities, conducting regular visits to health facilities for oversight and support, facilitating the contracting of service providers, and providing technical support for implementation and data collection activities. The role also involves monitoring and troubleshooting intervention progress, ensuring compliance with national research governance, supporting the development of technical documents and scientific articles, and performing other related duties as assigned. The position requires close collaboration with various stakeholders, including service providers, subnational coordinators, and data collection teams, to ensure effective implementation and measurement of activities.

Required Qualifications:
Candidates must possess a university degree in Medicine, Nursing, or a related field, along with formal training in Public Health, data management, biostatistics, epidemiology, or a related discipline. A postgraduate degree in public health or epidemiology is desirable. Essential qualifications include a minimum of 5 years of clinical experience and demonstrable experience in health-related data management. Desirable qualifications include training and experience in public health and epidemiology, scholarly publications in emergency and trauma care, and working experience with WHO.

Educational Background:
The educational background required for this position includes a university degree in Medicine, Nursing, or a related field, with formal training in Public Health or related disciplines. A postgraduate degree in public health or epidemiology is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of clinical experience, with a strong emphasis on health-related data management. Candidates with training and experience in public health and epidemiology, as well as those who have published scholarly articles in the area of emergency and trauma care, will be viewed favorably. Experience working with WHO is also desirable, as it indicates familiarity with the organization's processes and standards.

Languages:
The position mandates excellent knowledge of English, both written and spoken, as effective communication is crucial for the role. A working knowledge of French is considered desirable, as it may facilitate collaboration with French-speaking stakeholders and partners.

Additional Notes:
The duty station for this position is Kigali, Rwanda, at the WHO country office, with daily interactions with various counterparts. The expected duration of the contract is 12 months, with a monthly salary based on Grade NOC and 30 days of annual leave per year. This role is essential for ensuring the successful implementation of the ACTxBEC initiative and contributing to the overall improvement of emergency care services in Rwanda.
