Job Overview: The Education Project Manager will play a crucial role in developing and implementing the Education program in Syria, ensuring adherence to NRC's governance protocols and principles. This position involves overseeing all educational activities from inception to completion within the Northeast Area Office, while closely coordinating with the Education specialist, who serves as the technical reporting line manager. The role requires a proactive approach to monitoring, evaluation, and learning (MEL) processes, collaborating with both the Area Office and Country Office to enhance MEL tools that support effective programming. The manager will also be responsible for ensuring quality control of education activities, implementing NRC's referral mechanisms, and assessing the educational needs of children and youth in the region. This position demands a strong commitment to safe and inclusive programming, as well as the ability to contribute to project proposals and coordinate with other core competencies to maximize integrated programming.
Duties and Responsibilities: The Education Project Manager will have several key responsibilities, including:
Ensuring the effective use of existing monitoring, evaluation, and learning (MEL) processes within the Education team and collaborating with the Area Office and Country Office to enhance MEL tools.
Adhering to NRC partnership toolkit procedures, integrating partners into strategy and program planning, and building their capacity in program development and management.
Developing and implementing output and outcome level monitoring and evaluation tools, guidelines, and procedures to ensure quality control of education activities.
Supporting and implementing NRC's referral mechanism, ensuring it functions in the best interest of project participants according to NRC’s Standard Operating Procedures (SOPs).
Assessing trends and changes in the context to identify gaps in education service provision and ways to assist those in need.
Overseeing the implementation of Safe and Inclusive Programming (SIP) guidelines and resolving any reported breaches or concerns.
Contributing to the development of project proposals in coordination with relevant staff members.
Coordinating closely with other core competencies to maximize integrated programming.
Ensuring adherence to appropriate financial and logistical NRC systems and procedures within the Education team, including supply chain management. 1
Developing timely and accurate procurement plans, recruitment plans, and spending plans per project, sharing these with relevant support colleagues.
Required Qualifications: The ideal candidate for the Education Project Manager position should possess the following qualifications:
A Bachelor's degree in education, social work, or a related field; a Master’s degree is considered an added value.
A minimum of 3 years of experience in a senior-level project implementation role, specifically managing education programs in a humanitarian or recovery context.
Technical expertise in education, including children, youth, adult, and basic education activities.
Experience working in complex and volatile contexts, demonstrating adaptability and resilience.
Fluency in English, both written and verbal, with excellent communication skills.
Proven experience in managing youth programs and reporting in English.
Strong interpersonal and teamwork skills, with a collaborative approach and a high level of trustworthiness and confidentiality.
A solid understanding of INEE Minimum Standards and humanitarian principles.
Experience with remote management, camp and informal settlements programming, assessments, and project start-ups. 1
Experience in local partnerships is preferred, and proficiency in Arabic is also preferred.
Educational Background: Candidates should have a Bachelor's degree in education, social work, or a related field. A Master's degree is considered an added advantage, as it may provide a deeper understanding of educational theories and practices relevant to the humanitarian context.
Experience: The position requires a minimum of 3 years of experience in a senior-level project implementation role, specifically in managing education programs within humanitarian or recovery contexts. Candidates should demonstrate a strong background in technical education competencies and experience working in complex and volatile environments, showcasing their ability to adapt and respond to challenges effectively.
Languages: Fluency in English is mandatory, both written and verbal, as the role involves extensive communication and reporting. Proficiency in Arabic is preferred, as it may facilitate better engagement with local communities and stakeholders.
Additional Notes: This position is based in Al Hassakah, Syria, and applicants must be legally eligible to work in Syria, as NRC is unable to provide work permits or visa sponsorships. The contract is fixed-term, with travel requirements of 30-40% within areas of operation. The salary and benefits are based on NRC’s national salary scale, specifically at Grade
