Job Overview:
The position of Consultant for Fire Management involves providing specialized technical expertise to support the National Center for Vegetation Cover Development and Combating Desertification (NCVC) in Riyadh, Saudi Arabia. The consultant will work under the guidance of the Project Manager at UNEP's West Asia Office and will focus on enhancing the knowledge base, operational readiness, and international engagement related to dryland fire management. This role is critical in addressing the challenges posed by vegetation and forest fires, particularly in the context of Saudi Arabia's environmental priorities. The consultant will be responsible for compiling relevant reports, analyzing existing fire management practices, and providing practical recommendations tailored to the Saudi context. The consultancy aims to strengthen the capacity of NCVC staff and facilitate regional and international collaboration on fire management strategies.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Environmental Science, Forestry, Natural Resource Management, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant professional experience may be accepted in lieu of the advanced degree. A minimum of 10 years of relevant professional experience in vegetation or forest fire management is required, along with demonstrated expertise in risk assessment, fire prevention, preparedness, or response systems. Experience in dryland ecosystems is highly desirable, and familiarity with multilateral environmental agreements and global environmental processes is an asset.
Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in fields such as Environmental Science, Forestry, or Natural Resource Management. Candidates with a first-level university degree may be considered if they have additional relevant professional experience. This educational foundation is essential for understanding the complexities of fire management and environmental sustainability.
Experience:
The position requires a minimum of 10 years of relevant professional experience specifically in vegetation or forest fire management. Candidates should have a strong background in risk assessment and fire prevention strategies, as well as experience working in dryland ecosystems. Previous work with governments or international organizations is considered an asset, as it demonstrates the ability to navigate complex environmental frameworks and collaborate effectively with various stakeholders.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the United Nations. Additionally, fluency in Arabic is considered an asset, enhancing the consultant's ability to engage with local stakeholders and contribute to effective communication within the Saudi context.

- Technical Advisory & Operational Support: - Review existing national fire management systems and practices, identifying strengths and gaps. - Provide practical technical guidance that translates international experience into operational recommendations tailored to Saudi Arabia.
- Regional & International Collaboration: - Facilitate technical exchanges for lesson-sharing on regional and international levels. - Coordinate links with initiatives like the Mediterranean Fire Initiative. - Explore opportunities for structured regional knowledge exchange on dryland fire management. - Produce a short-term action plan for NCVC to implement post-consultancy.
