Job Overview: The Human ResourcesAdministrator position at Solidarités International involves a variety of administrative and managerial responsibilities within the HR department. The role is crucial for the integration of new employees through briefings and induction processes, ensuring smooth coordination between headquarters and field operations. The administrator will manage various administrative tasks including contracts, payroll, employee files, and archiving, while also overseeing the movement of personnel. As a key HR reference point, the administrator will provide support to country offices on administrative matters and manage insurance affiliations, mutual insurance, and repatriation processes. The position also requires updating and applying HR policies and procedures, developing tools, and harmonizing practices across the organization. The role may involve international travel and requires coordination with geographical managers and partner NGOs. Additionally, the administrator will be responsible for recruitment, supervision, and support of HR officers and travel coordinators, as well as team management, setting objectives, and conducting evaluations. The administrator will contribute to the annual action plan and transversal projects, making this a multifaceted and dynamic role within the organization.
Duties and Responsibilities:
Facilitate the integration of new employees through briefings and induction sessions, ensuring effective coordination between headquarters and field operations.
Manage administrative tasks related to employee contracts, amendments, payroll, and employee files, ensuring accurate record-keeping and compliance with regulations.
Serve as the HR reference point for administrative inquiries and provide support to country offices in managing HR-related issues.
Oversee the management of employee insurance, including affiliations, mutual insurance, and repatriation processes, ensuring that all staff are adequately covered.
Update and implement HR policies and procedures, develop tools for HR management, and harmonize practices across the organization.
Coordinate international travel arrangements for staff, including visa applications and travel logistics, ensuring compliance with organizational policies.
Supervise the recruitment process, including the selection and onboarding of HR officers and travel coordinators, ensuring that the team is well-supported and effective.
Lead team meetings, set objectives, and conduct performance evaluations to foster a productive and collaborative work environment.
Contribute to the development of the annual action plan and participate in transversal projects that enhance the overall effectiveness of the HR department. 1

Required Qualifications: Candidates must possess a solid background in HR administration, ideally within an international NGO context. Key qualifications include a strong understanding of administrative processes such as contracts, payroll, and insurance management. Candidates should demonstrate experience in managing international mobility and developing HR procedures. Personal qualities such as rigor, organizational skills, interpersonal communication, and the ability to harmonize practices and support teams are essential. Additional assets include knowledge of insurance systems, experience working with expatriates, and the ability to structure and improve HR tools.
Educational Background: A minimum educational requirement for this position is a Bac+4/5 degree in Human Resources, Social Law, or a related field. This educational background provides the necessary theoretical foundation and practical knowledge required for effective HR management in a complex organizational environment.
Experience: Candidates should have substantial experience in HR administration, particularly in an international NGO setting. This includes a proven track record in managing HR functions and leading teams. Experience in a managerial role is highly desirable, as the position involves supervising HR officers and coordinating with various stakeholders.
Languages: Fluency in French and English is mandatory for this position. Candidates must be able to communicate effectively in both languages, as the role involves interaction with diverse teams and stakeholders across different countries. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The position is based at the headquarters of Solidarités International in Clichy la Garenne, with potential travel to field locations. It is a permanent contract (CDI) with a gross monthly salary ranging from €3,502 to €3,647, depending on the applicable salary scale at headquarters. The organization offers benefits including 80% coverage for mutual insurance, 60% for meal vouchers, and 50% for transportation costs. There is also the possibility of remote work, allowing for 4 to 12 days of telecommuting per month, or 100% remote work with a requirement of 3 days of in-person attendance each month, in accordance with the organization's telework policy. Employees are entitled to 2.0833 days of paid leave per month and 1 additional day of RTT (reduction of working time) for each complete month of work.
