Job Overview:
The FSL coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will work under the supervision of the Deputy Country Director for Programmes, playing a crucial role in developing, scaling up, and ensuring the quality and relevance of the Food Security and Livelihoods (FSL) strategy and programmes in Yemen. This position requires a strategic mindset to contribute to defining the country strategy and positioning of the FSL technical department. The coordinator will be responsible for coordinating needs assessments and analyses, designing project proposals, and technically overseeing the implementation of various programmes and projects. Ensuring the quality and cost-effectiveness of FSL interventions at the country level is paramount. The role also involves active participation in national sectoral coordination and technical forums, fostering sectoral partnerships, and managing a team that includes one FSL Program Manager and a team of FSL supervisors and monitors. The position emphasizes the importance of promoting capitalization, technical development, and research within the FSL Department, making it a vital role in the organization's mission to combat hunger in Yemen.

Duties and Responsibilities:
The FSL Technical Coordinator will have a comprehensive set of duties and responsibilities, including but not limited to:

• Contributing to the definition of the country strategy and positioning of the FSL technical department, ensuring alignment with Action contre la Faim's overall mission and objectives.
• Coordinating needs assessments and analyses to identify gaps and opportunities in the FSL sector, leading to the design of effective project proposals.
• Technically overseeing the implementation of FSL programmes and projects, ensuring adherence to quality standards and best practices.
• Monitoring and evaluating the effectiveness and cost-efficiency of FSL interventions, making necessary adjustments to improve outcomes.
• Actively participating in national sectoral coordination and technical forums, representing Action contre la Faim and advocating for the needs of vulnerable populations.
• Developing and maintaining sectoral partnerships to enhance collaboration and resource sharing among stakeholders.
• Managing a team that includes one FSL Program Manager and indirectly overseeing the work of two FSL supervisors and four FSL monitors, providing guidance and support to ensure high performance.
• Promoting capitalization, technical development, and research initiatives within the FSL Department to enhance the organization's knowledge base and operational effectiveness.

Required Qualifications:
Candidates for the FSL Technical Coordinator position must meet several required qualifications, including:

• A Master's degree or equivalent in agriculture, social sciences, or a related field, demonstrating a strong academic foundation relevant to the role.
• A minimum of five years of field experience working with humanitarian NGOs in the FSL sector, showcasing a deep understanding of the challenges and dynamics in this area.
• At least two to three years of experience in similar positions, indicating a proven track record of success in managing FSL programmes.
• Experience working in both developing and urban contexts, particularly in the Middle East, which is essential for navigating the complexities of the local environment.

The educational background required for the FSL Technical Coordinator position includes a Master's degree or equivalent in agriculture, social sciences, or a related field. This experience should include a minimum of two to three years in similar roles, demonstrating the ability to manage and implement FSL programmes effectively. Additionally, candidates should have experience working in diverse contexts, including both developing and urban environments, with a particular focus on the Middle East region. This level of experience is essential for understanding the unique challenges and opportunities present in the local context.

Languages:
Fluency in English, both spoken and written, is mandatory for this position, as it is the primary language of communication within the organization and with international stakeholders. Proficiency in Arabic is considered an asset, as it enhances the candidate's ability to engage with local communities and stakeholders effectively. Knowledge of additional languages may also be beneficial, depending on the specific context and needs of the programmes being implemented.

Additional Notes:
The FSL Technical Coordinator position is open to both national and international applications. For national applicants, the basic salary ranges from USD 2,803 to 3,349 per month, depending on experience, along with a transportation allowance of USD 120 per month and an Eid bonus equivalent to one full month of basic salary per year. National employees are entitled to 2.5 days of annual leave per month and medical insurance coverage for themselves and up to six dependents. For international applicants, the position offers a fixed-term contract under French legislation for eight months, with a monthly gross salary ranging from 2,597 to 2,968 euros, including a 13th month payment. International employees also receive a reimbursement of pension insurance for non-French citizens, a monthly per diem and living allowance of $730 net, and a country allowance of 450 euros. Additional benefits include child allowances, transportation and accommodation coverage, and comprehensive medical coverage. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation (RnR) days, and airfare reimbursement for RnR travel, along with financial support for each RnR period. The role may involve field trips to locations such as Al Khawakha and Tur Al Bahah.
