Job Overview:
The Monitoring Engineer position is critical for overseeing the activities of contractors involved in construction projects related to agrifood systems transformation. The role involves regular site inspections and documentation to ensure compliance with approved plans, quality standards, and project requirements. The Monitoring Engineer will assist in the timely acceptance and handover of subprojects, ensuring that all construction activities are tracked and reported accurately. This position requires a proactive approach to monitoring construction timelines, addressing any potential delays, and ensuring that all systems installed meet functionality and compliance standards. The Monitoring Engineer will also play a key role in facilitating water quality tests and ensuring that all engineering tasks are completed to the highest standards.

Duties and Responsibilities:
The Monitoring Engineer will have a comprehensive set of responsibilities, including:
  • Reviewing the Statement of Works Accomplished (SWA) of contractors and tracking construction activities at least twice per month per site to ensure compliance with approved plans, specifications, and quality standards.
  • Documenting site verification through photographs and video clips attached to inspection and monitoring reports.
  • Attending weekly construction/procurement updating meetings to provide updates on construction timelines and report any concerns that may cause delays.
  • Supporting the required testing of all installed/completed systems to ensure functionality and compliance with standards.
  • Providing inputs regarding the confirmation of the tentative date for Substantial Completion (95% completion) of works and notifying the Project Team accordingly.
  • Assisting in determining the “punch list” of all unattended works/defects upon Substantial Completion and contributing to the confirmation of tentative dates for Final Inspections.
  • Participating in joint inspections of subprojects and recommending clearance, acceptance, and formal handover of completed sub-projects.
  • Facilitating water quality tests and ensuring the issuance of the Potability Certificate by the Ministry of Health.
  • Performing other relevant engineering or technical tasks as requested by the project.

Required Qualifications:
Candidates must meet the following minimum requirements:
  • A university degree in civil engineering.
  • At least 2 years of relevant experience in construction supervision, infrastructure monitoring, or site inspection.
  • A working knowledge (level C) of English.
  • Candidates must be nationals of the Philippines or legal residents with a valid work permit. Additionally, candidates should possess core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing and continuous improvement. Technical skills required include the ability to work under pressure, adapt to complex humanitarian contexts, and communicate effectively in both English and Tagalog.

Educational Background:
The position requires a university degree in civil engineering. This educational background is essential for understanding the technical aspects of construction, infrastructure monitoring, and site inspection, which are critical for the role of Monitoring Engineer.

Experience:
Candidates should have at least 2 years of relevant experience in construction supervision, infrastructure monitoring, or site inspection. This level of experience is necessary to ensure that the Monitoring Engineer can effectively oversee construction activities, ensure compliance with standards, and address any issues that arise during the construction process.

Languages:
A working knowledge (level C) of English is mandatory for this position. Additionally, proficiency in Tagalog is also required, as effective communication in both languages is essential for coordinating with local stakeholders and ensuring successful project implementation.

The position is based in the Philippines and is likely to involve full-time work. Candidates must be licensed civil engineers to qualify for this role.
