Duties and Responsibilities:
The consultant's duties include conducting a desk review of existing policies and strategies related to TB and HIV, developing an inception report with a clear roadmap for the TB component, leading a rapid assessment to identify programmatic gaps, and facilitating stakeholder dialogues to prioritize TB interventions. The consultant will also analyze the current GC7 grant performance, identify human rights and gender-related barriers, and ensure alignment with co-financing commitments. Additional responsibilities include supporting the Principal Recipient in addressing feedback from the Global Fund and adhering to WHO standards and protocols for reporting and management. The consultant will be expected to deliver several key outputs, including an inception report, stakeholder dialogue report, performance framework, and a final amended package for Global Fund submission.

Required Qualifications:
Candidates must possess an advanced degree in medicine, public health, infectious diseases, health policy, or a related field. A minimum of 10 years of working experience in TB, particularly in the context of HIV/TB co-infection, is essential. Additionally, candidates should have at least 5 years of experience in developing Global Fund funding requests, concept notes, or grant documents. Specific technical expertise in TB strategic planning, program operations, and monitoring and evaluation (M&E) is required. The ability to work with key populations, civil society, and government entities is crucial, along with excellent analytical skills and proficiency in written and spoken English.

Educational Background:
