Job Overview: The Information Management Officer position is crucial for the successful implementation of a new project funded by the US Pool Fund in Mozambique. This project, which has a duration of six months, focuses on shelter and emergency activities, including the distribution of multi-purpose vouchers. The officer will be responsible for ensuring compliance with NRC policies and guidelines while providing technical support for information management activities. The role requires a proactive approach to data management, ensuring that the project meets its quantitative monitoring requirements and effectively targets beneficiaries in need. The officer will also play a key role in capacity building for project staff and will be involved in the development of standard operating procedures (SOPs) for information management, ensuring confidentiality and data protection.
Duties and Responsibilities: The Information Management Officer will have a range of responsibilities, including:
Ensuring compliance with NRC policies, guidelines, and standards.
Implementing information management activities related to the US Pool Fund project.
Providing technical support and capacity building for project staff.
Assessing and documenting ideas for technical improvements in beneficiary information management.
Ensuring that project activities target the most vulnerable beneficiaries.
Promoting the rights of displaced populations in line with advocacy strategies.
Producing high-quality qualitative and quantitative reports. 1
Organizing monthly data reviews and compiling reports as required. 1
Supporting the rollout of digital vouchers at the area office level. 1
Coordinating with core competencies focal persons for beneficiary targeting and registration. 1
Assisting in the management of M&E dashboards and feedback mechanisms. 1
Performing any other duties assigned by the line manager.
Required Qualifications: Candidates must possess a Bachelor's Degree in computer science, information management, statistics, or IT-related fields. Additionally, a minimum of three years of relevant job experience in digital communication, data management, statistics, analysis, or information technology is required. Proficiency in advanced MS Excel and PowerBi is essential, along with experience in MS Access. Familiarity with statistical software such as SPSS, STATA, or R is desirable. Candidates with programming skills in languages such as C#, Java, Node.js, PHP, Python, or Ruby will have an added advantage. A basic understanding of telephony and mobile communications infrastructure is also beneficial.
Educational Background: The position requires a Bachelor's Degree in a relevant field such as computer science, information management, statistics, or IT. This educational background is essential for understanding the technical aspects of information management and data analysis necessary for the role.
Experience: Candidates should have a minimum of three years of experience in roles related to digital communication, data management, statistics, or information technology. Experience in complex and volatile contexts is preferred, as the role will involve working in challenging environments. Previous experience in humanitarian settings or with NGOs is an advantage, as it provides insight into the specific needs and challenges faced by displaced populations.
Languages: Fluency in both Portuguese and English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations in Mozambique.
