Job Overview:
The position of Consultant/Regional Expert is integral to supporting the Mediterranean Action Plan (MAP) under the UNEP framework. The primary function of this role is to assist in the preparation of the UNEP/MAP Medium-Term Strategy for the period 2028-203
  • This involves working closely with the UNEP/MAP Coordinator and Programme Officer to develop a comprehensive workplan and timetable, as well as an annotated structure for the proposed strategy. The consultant will be expected to analyze regional priorities and emerging issues, ensuring that the strategy aligns with relevant global and regional agendas. The role requires a high level of expertise in environmental policy and strategic planning, as well as the ability to engage with various stakeholders to gather insights and feedback throughout the process. The consultant will also be responsible for drafting and revising the strategy document based on consultations and feedback, culminating in a final report that encapsulates the findings and recommendations.

Duties and Responsibilities:
The Consultant/Regional Expert will undertake a variety of tasks under the supervision of the UNEP/MAP Coordinator and in consultation with the UNEP/MAP Programme Officer. Key responsibilities include: (1) Developing a detailed workplan and timetable for the project; (2) Creating an annotated structure for the proposed Medium-Term Strategy (MTS) based on at least two alternative scenarios, supported by a rationale that reflects regional priorities and emerging issues; (3) Preparing the first draft of the MTS, which will outline overall objectives, specific programmes, and strategic outcomes; (4) Revising the MTS to incorporate feedback from the Secretariat and the ECP, resulting in a second version that includes all aspects of the MTS structure; (5) Delivering a final consultancy report that analyzes feedback received during thematic MAP Focal Points meetings; (6) Conducting consultations with the Secretariat, directors of the Regional Activity Centres (RACs), and other key stakeholders as per an agreed plan; (7) Attending relevant meetings as required to ensure alignment and collaboration with stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in international relations, environmental sciences/engineering, law, or other relevant fields within political or social sciences. Alternatively, a bachelor's degree combined with two additional years of relevant professional experience may be accepted in lieu of the advanced degree. Additionally, at least 15 years of relevant professional experience in strategy preparation, implementation, and monitoring related to environmental and sustainable development issues is required. Experience addressing strategic matters related to the protection of seas and ocean governance is highly desirable, along with a strong understanding of the UNEP/MAP system and UNEP's broader mandate and priorities. Proficiency in office software is also required, and knowledge of gender mainstreaming issues is considered a valuable asset.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields such as international relations, environmental sciences/engineering, law, or other relevant political or social science areas. A bachelor's degree may be acceptable if accompanied by two additional years of relevant professional experience in the required field, demonstrating the candidate's capability to fulfill the role effectively.

Experience:
The position demands a significant level of experience, specifically at least 15 years of relevant professional working experience in the field of strategy preparation, implementation, and monitoring, particularly concerning environmental and sustainable development issues. Candidates should have global, regional, or national experience in addressing strategic matters related to the protection of seas and ocean governance, which is highly desirable for this role.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Additionally, fluency in French is considered desirable, enhancing the candidate's ability to engage with a broader range of stakeholders and documents within the UNEP framework.

The expected duration of the consultancy is 1.5 working months, spread over a period of 8 months. This position is home-based, allowing for flexibility in work location.
