Job Overview: The position of Extended Term Consultant (ET Consultant) as an Energy Specialist within the MENAAP Energy Unit at the World Bank is a critical role aimed at enhancing energy sector development in Saudi Arabia and the Gulf Cooperation Council (GCC) region. The Energy Specialist will be responsible for supporting the implementation of ongoing Reimbursable Advisory Service (RAS) operations, which are designed to provide analytical and advisory services to key stakeholders in the energy sector. This role requires a proactive approach to engage with clients and development partners, facilitating knowledge exchange and capacity building initiatives. The Energy Specialist will also monitor the progress of World Bank cooperation with various GCC countries, ensuring that energy programs align with regional development goals. The position offers a unique opportunity to work on innovative energy topics, including renewable energy, energy efficiency, and market reforms, in a sophisticated environment that encourages collaboration and knowledge sharing.
Duties and Responsibilities: The selected Energy Specialist will undertake a variety of responsibilities, including:
Actively participating as a member of the World Bank GCC energy team to support the development and implementation of energy RAS programs.
Delivering ongoing energy analytical, advisory, and capacity-building services to key counterparts in Saudi Arabia and other GCC countries.
Monitoring and reporting on the progress of World Bank cooperation with the Kingdom of Saudi Arabia, Kuwait, and other GCC nations.
Developing technical and policy dialogue initiatives, knowledge exchange projects, and cooperation efforts in the energy sector with counterparts in the region.
Preparing briefs, progress notes, and contributions to reports on recent developments in the energy sector for internal and external stakeholders.
Collaborating closely with the MENAAP Energy Practice Manager and other energy staff based in the region and Washington, D.C.
Supporting energy programs in other MENAAP countries as needed, based on evolving business requirements.
Required Qualifications: Candidates must possess a Master’s degree in engineering, energy policy/economics, finance, or a related field relevant to energy sector development. Additionally, a minimum of five years of relevant experience in the energy sector is required, demonstrating the ability to engage effectively with clients and stakeholders on various energy-related issues. Experience in energy sector analytics, renewable energy technologies, energy economics, and policy reforms is essential. Familiarity with the GCC energy policy landscape, including its challenges and opportunities, is highly desirable. Candidates should also exhibit strong interpersonal skills, the ability to work in multi-cultural environments, and a proven track record of building partnerships with diverse stakeholders.
Educational Background: A Master’s degree in a relevant field such as engineering, energy policy, economics, or finance is mandatory for this position. This educational background is crucial for understanding the complexities of energy sector development and for engaging in high-level discussions with stakeholders.
Experience: The position requires at least five years of relevant experience in the energy sector. This experience should include a demonstrated ability to engage credibly with clients and stakeholders on a range of energy issues, as well as experience in energy sector analytics and development, particularly in areas such as renewable energy and energy policy reforms. Previous experience working with a ministry of energy or an electricity utility is considered a plus.
Languages: Fluency in English is mandatory, as strong written and oral communication skills are essential for this role. Proficiency in Arabic is also required, as it will facilitate effective communication with local stakeholders and counterparts in the GCC region. Knowledge of additional languages may be beneficial but is not mandatory.
