Job Overview: The Programme Planning and Donor Relations Officer (Human Rights) will play a crucial role in the OHCHR Cambodia Country Office, which is one of the oldest field presences of the organization. Key functions include coordinating the preparation of Annual Work Plans (AWPs) and Cost Plans, applying Results-Based Management (RBM) principles, mapping program priorities, and establishing regular contact with local donors. The officer will also prepare narrative and financial proposals, liaise with the Donor and External Relations Section in Geneva, and support senior management in fundraising efforts. Additionally, the officer will monitor donor contributions, ensure compliance with reporting requirements, and provide internal reports of activities, contributing to the overall effectiveness of the office's human rights initiatives.
Duties and Responsibilities: The duties and responsibilities of the Programme Planning and Donor Relations Officer (Human Rights) include:
Planning and Results-Based Management: Coordinate and prepare Annual Work Plans (AWPs) and Cost Plans in collaboration with relevant units; support the application of RBM principles across all processes; map program priorities and funding gaps to inform resource mobilization strategies.
Resource Mobilization and Donor Relations: Establish and maintain contact with local donors; prepare proposals aligned with AWPs and RBM frameworks; liaise with the Donor and External Relations Section in Geneva; accompany senior management on donor engagements.
Donor Coordination and Programme Follow-Up: Follow up on the use of contributions; ensure compliance with reporting and visibility requirements; coordinate donor briefings and prepare minutes; participate in field missions to monitor donor-funded activities.
Monitoring, Reporting, and Communication: Provide weekly and annual internal reports; prepare donor reports demonstrating results against RBM frameworks; draft correspondence and strategic documents for senior management.
Other: Carry out any other related tasks as required.
