Job Overview:
The position of Legal Consultant/Trainer is aimed at enhancing the capacity of public prosecutors in the State of Palestine to effectively handle cases of violence against women (VAW). The consultant will develop and deliver a comprehensive training program based on the Strategic Litigation Guideline, which is designed to empower prosecutors in litigating VAW cases, particularly those involving sexual and physical violence. The training will focus on understanding the guidelines, developing effective litigation strategies, and promoting a gender-responsive approach in court proceedings. The consultant will work closely with UN Women and relevant stakeholders to ensure that the training meets the needs of the prosecutors and aligns with international human rights standards.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Developing an inception report that outlines the methodology, deliverables, and timeline for the assignment.
  • Reviewing the Strategic Litigation Guideline and developing a training plan, materials, and assessments.
  • Conducting a four-day capacity-building training for prosecutors, ensuring a participatory and interactive approach.
  • Preparing a final narrative report detailing the methodology, results, challenges, and recommendations, along with relevant annexes such as training materials and participant lists. The consultant will also be expected to coordinate closely with UN Women and the Attorney General's Office throughout the assignment.

Required Qualifications:
Candidates must possess a strong background in gender issues, violence against women, and women's access to justice. A proven track record in litigation, particularly in human rights cases, is essential. The consultant should have experience in designing and delivering capacity-building training, as well as expertise in strategic litigation. Familiarity with the justice institutions in Palestine and experience working with UN or international organizations are highly desirable. Strong oral and written communication skills, along with the ability to manage time effectively and meet deadlines, are also required.

Educational Background:
A master's degree in law, international human rights law, or gender studies is required for this position. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
Candidates should have at least three years of professional experience in litigation related to human rights, particularly women's rights. Experience in gender equality, inclusion, and violence against women is essential. Additionally, experience in designing and delivering training programs, as well as familiarity with strategic litigation, is highly desirable. Experience working with justice institutions in Palestine and with UN or international organizations is also beneficial.

Languages:
Fluency in Arabic is mandatory for this position, while working knowledge of English is desirable. This language proficiency is crucial for effective communication and training delivery.

Additional Notes:
This is a home-based consultancy position, with required travel to the Attorney General's Office in Ramallah and potentially other locations. The consultant will coordinate closely with UN Women and the AGO throughout the assignment. The consultancy will have specific deliverables, including an approved inception report due ten days after contract signing and a successful completion of the training along with a final narrative report due three months after contract signing.
