Job Overview:
The primary objective of this consultancy is to develop a national family planning policy and establish procedures, protocols, and standards for the provision of family planning services in Comoros. This role is critical in improving equitable access, quality, and utilization of family planning services across all levels of the health system in the country. The consultant will conduct a thorough situational analysis of family planning in Comoros, identify policy, institutional, and programmatic gaps in service delivery, and assess the strengths and weaknesses in family planning financing. Additionally, the consultant will evaluate the national supply chain, particularly focusing on procurement and distribution processes. The development of a national family planning policy will align with national and international frameworks, health priorities, and human rights-based approaches, ensuring that the policy promotes access to services for adolescents, youth, and vulnerable populations. The consultant will also facilitate the technical and institutional validation process of the developed documents, ensuring that they meet the necessary standards and requirements.

Duties and Responsibilities:
  • Conduct a comprehensive situational analysis of family planning in Comoros;
  • Identify policy, institutional, and programmatic gaps in the provision of family planning services;
  • Analyze the strengths and weaknesses in family planning financing;
  • Assess the national supply chain, particularly for procurement and distribution down to the last mile;
  • Develop a national family planning policy aligned with national and international principles and frameworks, national health priorities, international commitments, and human rights-based approaches;
  • Create procedures, protocols, and standards for the provision of family planning services;
  • Strengthen the integration of family planning into sexual and reproductive health services;
  • Promote access to services for adolescents, youth, and vulnerable populations;
  • Facilitate the technical and institutional validation process of the developed documents.

Required Qualifications:
Candidates must possess a degree in public health, medicine, demography, or social sciences. A minimum of 5 years of experience in sexual and reproductive health is required, along with experience in developing national policies or strategies. Candidates should have a good understanding of the health system in Comoros, excellent writing and strategic analysis skills, and experience with UNFPA or the United Nations is considered an asset.

Educational Background:
A degree in public health, medicine, demography, or social sciences is required for this position. This educational background provides the necessary knowledge and skills to effectively analyze and develop policies related to family planning and reproductive health.

Experience:
The position requires at least 5 years of relevant experience in sexual and reproductive health, with a strong emphasis on policy development and strategic planning. Candidates should have a proven track record of working in similar roles, particularly in the context of national health systems and family planning services.

Languages:
Fluency in French is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served.
