Job Overview:
The Monitoring Assistant plays a crucial role in supporting field monitoring, data collection, and reporting for WFP activities in the southern regions of the Kyrgyz Republic. This position operates under the direct supervision of the Monitoring and Evaluation (M&E) Officer based in the Country Office, while closely coordinating with the Head of the Osh Sub-Office. The Monitoring Assistant is responsible for implementing monitoring plans, ensuring data quality, and facilitating effective communication between field operations and country office teams. The role involves regular field presence and collaboration with cooperating partners and government counterparts to contribute to evidence-based decision-making, program learning, and accountability to affected populations. The Monitoring Assistant is expected to engage actively in the monitoring processes, ensuring that WFP's standards are met and that the assistance provided is effective and impactful.

Duties and Responsibilities:
The Monitoring Assistant has a comprehensive set of duties and responsibilities, including but not limited to:
  • Verifying planned movements and distribution of food or non-food items, resolving routine issues, and escalating concerns to ensure compliance with WFP standards.
  • Collecting and summarizing data from assistance programs, collaborating with partners to conduct analysis and prepare reports that support program reviews and decision-making.
  • Liaising with cooperating partners and internal counterparts to gather feedback and improve services.
  • Suggesting improvements to field monitoring processes for efficient program implementation.
  • Arranging regular meetings with community leaders and partners to discuss distribution arrangements and other relevant issues.
  • Allocating tasks to other staff members and providing guidance and training to support their development.
  • Conducting standard training sessions for partners on WFP operational practices and monitoring tools.
  • Preparing field mission reports to document program implementation.
  • Following emergency response processes for food assistance. 1
  • Supporting the implementation of monitoring plans and contributing to the design of data collection tools. 1
  • Ensuring compliance with corporate monitoring standards and contributing to timely updates in reporting systems. 1
  • Maintaining high data quality through systematic verification and documentation. 1
  • Supporting assessments across projects by contributing to data collection activities. 1
  • Conducting timely monitoring data collection and processing activities. 1
  • Strengthening internal coordination and knowledge sharing through regular updates and participation in meetings. 1
  • Contributing to the capacity strengthening of government counterparts and partners through guidance and training. 1
  • Providing administrative and logistical support to the M&E unit. 1
  • Contributing to overall office work and performing any other tasks as required.

Required Qualifications:
The position requires a set of qualifications that include: - At least 5 years of progressively responsible experience in program or monitoring-related functions, development, government aid programs, or general administrative work. - Completion of secondary school education, with a post-secondary certificate in a related functional area being preferred. - Experience supporting field monitoring activities, including data collection and analysis. - Familiarity with monitoring or reporting tools and systems, preferably within WFP or similar organizations. - Experience coordinating with partners and local authorities to support monitoring activities.

Educational Background:
The educational background required for this position includes the completion of secondary school education. A post-secondary certificate in a related functional area is preferred, indicating a foundational understanding of the principles and practices relevant to monitoring and evaluation in humanitarian contexts.

Experience:
Candidates should possess at least 5 years of progressively responsible experience in program or monitoring-related functions. This experience should encompass various aspects of development work, including government aid programs and general administrative tasks, demonstrating a solid understanding of the operational environment in which WFP operates.

Languages:
Fluency in both oral and written communication in the UN language in use at the duty station is mandatory. Additionally, proficiency in the local language of the duty station is required if it differs from the UN language, ensuring effective communication with local stakeholders and partners.
