Job Overview: The position involves conducting an evaluation of the UNFPA Zambia 9th Country Programme (CP) for the period 2023-202
The evaluation aims to strengthen accountability to stakeholders, support evidence-based decision-making, and enhance learning. The overall objective is to provide an independent assessment of the CP's performance and broaden the evidence base for the design of the next programme cycle. The evaluation will cover all interventions in the thematic areas of policy and accountability, quality of care and services, data and evidence, and adolescents and youth. Additionally, it will address cross-cutting issues such as human rights, gender equality, and disability. The evaluation team will consist of a multidisciplinary group of consultants, including a team leader and thematic experts, who will work under the supervision of the CPE Manager in the UNFPA Zambia Country Office.
Duties and Responsibilities: The duties and responsibilities of the evaluation consultancy include:
Designing a comprehensive evaluation methodology that aligns with the 2024 UNFPA Evaluation Policy.
Coordinating the evaluation team and ensuring effective collaboration among team members.
Conducting a thorough assessment of the Country Programme's performance across all thematic areas.
Collecting and analyzing data related to the interventions implemented during the programme period.
Engaging with stakeholders to gather insights and feedback on the programme's impact.
Identifying lessons learned and best practices to inform future programming.
Preparing and presenting evaluation reports that summarize findings, conclusions, and recommendations.
Ensuring that the evaluation process adheres to ethical standards and respects the rights of participants.
Required Qualifications: Candidates must possess the following qualifications:
Proven experience in conducting evaluations, particularly in the context of international development or health programs.
Strong understanding of sexual and reproductive health issues, gender equality, and human rights.
Excellent analytical and writing skills, with the ability to synthesize complex information into clear and actionable recommendations.
Demonstrated ability to work collaboratively in a multidisciplinary team and engage with diverse stakeholders.
Educational Background: A master's degree or higher in a relevant field such as public health, social sciences, or evaluation is required. Candidates with a PhD or equivalent experience in a related area will be given preference. Specialized training in evaluation methodologies and techniques is also advantageous.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in evaluation, particularly in the areas of sexual and reproductive health, gender equality, or related fields. Experience working with UN agencies or international organizations is highly desirable. Familiarity with the UNFPA's strategic goals and evaluation policies will be considered an asset.
Languages: Fluency in English is mandatory, as all evaluation reports and communications will be conducted in English. Knowledge of local languages spoken in Zambia is considered an advantage but not a requirement. Proficiency in other UN languages may also be beneficial.
Additional Notes: This consultancy is expected to be conducted on a full-time basis for the duration of the evaluation period. The specific contract duration and daily rate for consultancy services will be discussed with selected candidates.
