Job Overview:
The Monitoring Learning and Evaluation Officer will play a crucial role in coordinating the documentation, learning, evaluation, and reporting activities under the Newborn and Child Health project. This position requires the incumbent to provide technical assistance for the Monitoring, Learning, and Evaluation (MLE) project, ensuring rigorous qualitative and quantitative assessments. The officer will work closely with implementing partners and government counterparts to ensure high-quality data collection, analysis, and timely reporting. The role involves monitoring project progress, identifying and addressing bottlenecks, preparing reports, and ensuring alignment with WHO and Ministry of Health and Family Welfare (MoHFW) requirements. The incumbent will also be responsible for designing the MLE framework, overseeing the implementation of MLE components, and supporting local teams in planning and executing evaluations.

Duties and Responsibilities:
The incumbent will be responsible for the following key duties and responsibilities:
  • Collaborate with project partners to design the MLE framework, incorporating best practices and methodologies for comprehensive assessment of project outcomes.
  • Oversee the implementation of MLE components, developing relevant tools, establishing indicators, data collection mechanisms, and evaluation methodologies aligned with project objectives.
  • Support local teams in planning and implementing qualitative and quantitative evaluations, overseeing all related MLE activities.
  • Ensure high-quality data collection and analysis, providing actionable insights to enhance program effectiveness.
  • Contribute to periodic reports on project progress and outcomes, maintaining comprehensive documentation of all MLE processes.
  • Ensure adherence to quality standards in data collection, analysis, and reporting, contributing to overall quality assurance processes.
  • Engage effectively with internal project teams, implementing partners, and state and district authorities to align MLE activities with project objectives.
  • Monitor project activities, expenditures, and progress toward achieving outputs, ensuring timely identification and resolution of bottlenecks.
  • Develop periodic reports, summaries, and learning briefs as required by WHO and the funding agency. 1
  • Facilitate knowledge-sharing to disseminate best practices and lessons learned to support scale-up and sustainability. 1
  • Support any other activities assigned to support the broader RMNCAH program within WHO.

Required Qualifications:
The position requires the following qualifications:
  • Essential: A Master’s degree in public health or an MD in Preventive and Social Medicine.
  • Desirable: A postgraduate degree or diploma in statistics, demographics, social sciences, or a related field.
  • WHO only considers higher educational qualifications obtained from accredited institutions, as listed in the World Higher Education Database (WHED).

Educational Background:
Candidates must possess a Master’s degree in public health or an MD in Preventive and Social Medicine. A postgraduate degree or diploma in statistics, demographics, social sciences, or a related field is desirable. WHO emphasizes that only higher educational qualifications from accredited institutions will be considered, ensuring that candidates have a solid educational foundation relevant to the role.

Experience:
Candidates should have at least 2 years of demonstrable experience in implementing MLE activities for large public health projects. Previous experience working with UN agencies or reputed research institutions in an MLE-related role is desirable, as it indicates familiarity with the complexities and demands of such positions.

Languages:
Excellent knowledge of written and spoken English is mandatory. Additionally, a working knowledge of at least one other national language will be considered an asset, enhancing communication and collaboration within diverse teams and communities.

Additional Notes:
The position offers a monthly remuneration of 218,855, taxable as per Indian laws, and will be appointed through a Special Services Agreement (SSA), which is extendable based on satisfactory performance and ongoing need for the function. The incumbent will be based in New Delhi and may require extensive travel, potentially up to 15 days per month, to various states and districts. This position is specifically for Indian nationals, and candidates must be recruited locally, as they will not be assigned to any official station outside India.
