The National Commission for Women and Children (NCWC) is a pivotal agency in Bhutan established to promote and protect the rights and well-being of women and children. It serves as the Competent Authority under various acts including the Child Care and Protection Act (2011) and the Domestic Violence Prevention Act (2013). The NCWC is responsible for coordinating and overseeing the implementation of the National Gender Equality Policy (2020) and plays a crucial role in legislative formulation, policy review, and monitoring the impact of laws and programs related to gender equality and child protection. The organization aims to align its initiatives with national development priorities and international commitments, ensuring a comprehensive approach to gender equality and child rights.

Job Overview:
The Local Individual Consultant will provide strategic and technical expertise to the NCWC in developing a comprehensive 10-Year Strategic Roadmap. This roadmap will guide the Commission's long-term vision and priorities, ensuring alignment with national development plans and international commitments. The consultant will conduct a situational analysis regarding women and children, assess institutional capacities, and identify gaps in implementation. The role requires the development of a strategic roadmap that includes clear goals, targets, and priorities, as well as an actionable implementation and monitoring framework. The consultant will also facilitate stakeholder consultations and validation workshops to ensure the roadmap is comprehensive and actionable.

Duties and Responsibilities:
The consultant's duties include reviewing the Phase-I draft roadmap to identify gaps, conducting a comprehensive situational analysis concerning women and children, and developing a 10-Year Strategic Roadmap with clear goals and targets. The consultant will also provide an actionable phased implementation plan, develop a robust Monitoring, Evaluation, and Learning (MEL) framework, and create a resource mobilization strategy. Deliverables include an inception report, situational analysis report, draft and final strategic roadmap, and facilitation of a validation workshop. The consultant will work closely with NCWC and UNFPA to ensure all deliverables meet the required standards and timelines.

Required Qualifications:
Candidates must possess a Master’s degree in public policy, Gender Studies, Child Protection, Development Studies, Social Work, or related fields. They should have a minimum of 5 years of relevant experience in gender equality and child protection systems, strategic planning, and legislative review. Proven experience in institutional assessment and policy formulation is essential, along with a strong understanding of international frameworks such as CEDAW, CRC, and SDGs. The consultant should demonstrate strong analytical, research, and communication skills, as well as the ability to facilitate multi-stakeholder consultations.

Educational Background:
A Master’s degree in relevant fields such as public policy, Gender Studies, Child Protection, Development Studies, or Social Work is required for this position. This educational background is crucial for understanding the complexities of gender equality and child protection issues, as well as for developing effective strategies and policies.

Experience:
The position requires a minimum of 5 years of relevant experience in areas such as gender equality, child protection systems, strategic planning, and roadmap development. Candidates should have experience working with government and national institutions, particularly in gender equality programs, and should be adept at facilitating consultations and participatory processes.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of local languages may be beneficial but is not required.

The consultancy is expected to last for 40 working days spread over April to July 202
  • The consultant will work under the direct supervision of the Gender and Youth Programme Specialist at UNFPA Bhutan Country Office. The payment schedule is based on deliverables, with specific percentages allocated to each major deliverable. The consultant is expected to maintain confidentiality regarding all matters related to the assignment and must complete online training courses on Fraud and Corruption Awareness and Prevention and Prevention of Sexual Exploitation and Abuse before the contract is signed.
