Job Overview:
The Monitoring, Evaluation, and Learning Officer will play a crucial role in the PROSPECTS Partnership Programme, which focuses on addressing the challenges posed by large mixed migration movements. This position is vital for monitoring and evaluating the effectiveness of the programme's interventions aimed at improving the socio-economic conditions of forcibly displaced persons and their host communities in Sudan. The incumbent will be responsible for collecting and analyzing data on key performance indicators (KPIs), coordinating data collection exercises, and ensuring data quality. The role also involves supporting project planning, preparing progress reports, and monitoring the performance of implementing partners. The officer will engage with various stakeholders, including government agencies and partner organizations, to facilitate knowledge sharing and ensure alignment with broader ILO and UN goals. This position requires a proactive approach to identifying challenges and proposing solutions to enhance the programme's impact.

Duties and Responsibilities:
The Monitoring, Evaluation, and Learning Officer will have a comprehensive set of responsibilities, including: developing the Country MEL Work Plan based on the Global MEL system for ILO PROSPECTS; collecting data regularly to support the monitoring and evaluation of the programme’s KPIs; contributing to inception meetings with new implementing partners; supporting knowledge identification and exchange through learning events; providing timely review and coordination of Sudan’s inputs to global learning products; developing data quality assurance processes; maintaining the M&E database; ensuring the programme’s planning tools are adequate; drafting semi-annual progress reports; conducting regular monitoring and evaluations of implementing partners; and preparing for mid-term and final evaluations. The officer will also participate in regular MEL meetings and support the project team in maintaining effective knowledge management and sharing practices.

Required Qualifications:
Candidates must possess a first-level university degree in Monitoring and Evaluation, Development, Statistics, ICT, Social Science, Economics, Education, Labour, or a related field. Strong knowledge of Monitoring, Evaluation, and Learning on Forced Displacement, particularly in the Horn of Africa region, is essential. Candidates should have at least three years of professional experience in Monitoring, Evaluation, and Learning within the international development context, with expertise in project and results-based management tools. Proficiency in data analysis using statistical software and managing databases is required, along with the ability to produce high-quality briefs and analytical reports in English. Experience in planning and managing surveys and data collection methods is also necessary.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as Monitoring and Evaluation, Development, Statistics, ICT, Social Science, Economics, Education, or Labour. Candidates should have a strong understanding of the principles and practices of Monitoring, Evaluation, and Learning, particularly in the context of forced displacement and socio-economic development.

Experience:
The position requires a minimum of three years of professional experience in Monitoring, Evaluation, and Learning within the international development sector. Candidates should have experience with project and results-based management tools, as well as developing and managing Monitoring and Evaluation systems. Expertise in data analysis and the ability to produce analytical reports are critical for this role. Additionally, experience in planning and managing surveys and other data collection methods is essential.

Languages:
A strong command of English is mandatory for this position, as the role involves producing reports and engaging with international stakeholders. Working knowledge of Arabic is considered an asset, as it may facilitate communication with local partners and communities.

This position is a fixed-term contract, and the duration of the contract will be determined based on the needs of the PROSPECTS Programme.
