Job Overview: The Operations Officer will play a crucial role in leading and coordinating the operational support function of the field program, which includes emergency, rehabilitation, and development projects at national, regional, and global levels. This position is vital for ensuring that the operational aspects of the projects run smoothly and efficiently. The officer will act as a focal point for all operational matters related to the projects, organizing and managing day-to-day activities, and addressing any issues that arise during project execution. The role requires close collaboration with various stakeholders to ensure timely provision of project inputs, including personnel, technical support, and resources. The Operations Officer will also be responsible for preparing project work plans, monitoring progress, and identifying corrective measures to overcome operational constraints. This position demands a proactive approach to problem-solving and a strong understanding of project management principles.
Duties and Responsibilities: The Operations Officer will have a comprehensive set of duties and responsibilities, including but not limited to: acting as the focal point for all project operational matters; organizing and managing day-to-day operational activities of the field program; preparing project task force meetings and providing secretariat support; ensuring timely provision of project inputs; participating in the preparation of project work plans; monitoring project progress and identifying corrective measures; reviewing and monitoring project budgets; preparing and submitting project implementation reports; ensuring data quality in FAO corporate systems; preparing analytical reports on project performance; coordinating project completion and reporting; contributing to project proposal formulation; and performing other duties as required. The officer will also coordinate the preparation and implementation of Project Task Force meetings and liaise with other units to facilitate timely provision of inputs.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in public or business administration, finance, accounting, economics, social sciences, or another field related to the FAO mandate. Additionally, candidates should have a minimum of five years of relevant experience in project management and operations support. A working knowledge of English at proficiency level C and intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) at level B is also required. Competencies such as results focus, teamwork, communication, building effective relationships, knowledge sharing, and continuous improvement are essential for this role.
Educational Background: The educational background required for the Operations Officer position includes an advanced university degree (Master’s degree or equivalent) in fields such as public or business administration, finance, accounting, economics, social sciences, or other areas relevant to the FAO's mandate. This educational foundation is critical for understanding the complexities of project management and operational support within the context of international development and food security.
Experience: Candidates should have at least five years of relevant experience in project management and operations support. Experience working in multiple locations or areas, particularly in field positions, is desirable. Additionally, experience within the UN system, particularly with operational processing for programs and projects in developing-country contexts, is considered an asset. Familiarity with the Green Climate Fund (GCF) and experience in formulating and implementing programs funded by the GCF are also advantageous. Demonstrated skills in team coordination and supervision are essential for this role.
Languages: Proficiency in English at level C is mandatory, along with intermediate knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) at level B.
