Job Overview: The National Consultant on Carbon Market Programme Development will play a crucial role in supporting the 'Supporting ITMO transactions in Mongolia' project team. This position requires the consultant to provide technical expertise and guidance in the development of carbon market programs, which are essential for Mongolia's efforts to engage in international carbon markets. The consultant will be expected to analyze current carbon market trends, develop strategies for effective implementation of carbon trading mechanisms, and ensure alignment with national policies and international agreements. The role is pivotal in facilitating Mongolia's transition towards a low-carbon economy and enhancing its capacity to participate in global carbon markets. The consultant will work closely with various stakeholders, including government agencies, private sector actors, and civil society organizations, to foster collaboration and ensure the successful execution of project objectives.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include but are not limited to:
Conducting comprehensive assessments of Mongolia's current carbon market landscape and identifying opportunities for development.
Providing technical support in the design and implementation of carbon market mechanisms, including the development of methodologies for measuring, reporting, and verifying emissions reductions.
Collaborating with the project team to develop training materials and conduct workshops for stakeholders on carbon market principles and practices.
Engaging with government officials and other stakeholders to promote understanding and support for carbon market initiatives.
Preparing detailed reports and presentations on findings, recommendations, and progress towards project goals.
Ensuring that all activities are aligned with UNDP's strategic objectives and comply with relevant regulations and standards.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A strong background in environmental science, economics, or a related field, with a focus on climate change and carbon markets.
Proven experience in developing and implementing carbon market programs or similar initiatives.
Excellent analytical skills, with the ability to interpret complex data and provide actionable insights.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with international climate agreements and national policies related to carbon markets.
Educational Background: Candidates should have at least a Master's degree in environmental science, economics, public policy, or a related field. A Ph.D. or equivalent experience in a relevant area will be considered an asset. Additional certifications or training in carbon markets or climate finance will also be advantageous.
Experience: The position requires a minimum of 5 years of relevant professional experience in the field of climate change, carbon markets, or sustainable development. Experience working with international organizations, government agencies, or NGOs in similar roles will be highly regarded. Familiarity with the Mongolian context and previous work in the region will be a plus.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Mongolian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Knowledge of additional languages relevant to the region may also be beneficial.
Additional Notes: This position is offered as an individual contractor role, with an initial contract duration of 50 working days over a period of 6 months. The consultant will be expected to work flexibly, with the possibility of remote work arrangements. The role is part-time, and the consultant will be compensated based on the agreed contract terms.
