The position of International Evaluation Expert is crucial for conducting the final evaluation of the Creative Industries Kosovo (CI) Project. The expert will be responsible for assessing the project's effectiveness, efficiency, and impact, providing insights and recommendations for future initiatives. Duties and Responsibilities:

• Conduct a thorough evaluation of the Creative Industries Kosovo (CI) Project, focusing on its objectives, outcomes, and overall impact.
• Review project documentation, including proposals, progress reports, and financial statements.
• Develop an evaluation framework and methodology tailored to the project's specific context and goals.
• Engage with stakeholders, including project beneficiaries, local partners, and government officials, to gather qualitative and quantitative data.
• Analyze data collected through various methods, including surveys, interviews, and focus groups.
• Prepare a detailed evaluation report that includes findings, conclusions, and recommendations for future projects.
• Present evaluation results to UNDP and other stakeholders, facilitating discussions on lessons learned and best practices.
• Ensure that the evaluation process adheres to ethical standards and respects the confidentiality of participants.
• Provide guidance and support to UNDP staff on evaluation practices and methodologies as needed.

Required Qualifications:

• Advanced degree in social sciences, evaluation, or a related field.
• Proven experience in conducting evaluations, particularly in the context of development projects.
• Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
• Familiarity with the creative industries sector and its challenges in Kosovo or similar contexts.
• Excellent communication skills, both written and verbal, with the ability to present findings to diverse audiences.
• Proficiency in evaluation methodologies and tools, including both qualitative and quantitative approaches.
• Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
Candidates must possess an advanced degree (Master's or PhD) in a relevant field such as social sciences, development studies, evaluation, or a related discipline. A strong academic background is essential to ensure a comprehensive understanding of evaluation principles and practices.

Experience:
The ideal candidate should have a minimum of 5 years of professional experience in evaluation, particularly in the context of international development projects. Experience working with UN agencies or similar organizations is highly desirable. Familiarity with the creative industries and previous work in Kosovo or the Balkan region will be considered an asset.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of Albanian or Serbian is considered an advantage, as it may facilitate communication with local stakeholders and enhance the evaluation process.

• The contract duration is approximately two months, and the expert will be required to work on a full-time basis during this period. The position is open to international candidates, and compensation will be based on the UNDP's established rates for individual contractors.
