Duties and Responsibilities:
The Local Evaluation Expert will have several key responsibilities, including but not limited to:
  • Designing the evaluation framework and methodology tailored to the specific needs of the Creative Industries Kosovo Project.
  • Conducting interviews, surveys, and focus group discussions with stakeholders, beneficiaries, and project staff to collect relevant data.
  • Analyzing collected data to assess the project's effectiveness, efficiency, and impact on the creative industries in Kosovo.
  • Preparing a comprehensive evaluation report that includes findings, conclusions, and recommendations for future projects.
  • Presenting the evaluation results to UNDP and relevant stakeholders, facilitating discussions on the implications of the findings.

Required Qualifications:
Candidates must possess a strong background in evaluation methodologies and practices, with a proven track record of conducting evaluations in development projects. A deep understanding of the creative industries sector, particularly in the context of Kosovo, is essential. The ideal candidate should have excellent analytical skills, the ability to synthesize complex information, and strong communication skills to convey findings effectively. Educational Background:

Languages:
Fluency in English is mandatory, as all evaluation reports and communications will be conducted in English. Knowledge of Albanian or Serbian is considered an asset, as it may facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
The contract duration for this position is from 30 April 2026 to 30 June 2026, covering the evaluation period. This is a consultancy role, and the expert will be expected to work on a part-time basis, with flexibility in hours. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
