The position of Local Evaluation Expert is crucial for conducting the final evaluation of the Creative Industries Kosovo (CI) Project. The expert will be responsible for assessing the project's outcomes, effectiveness, and impact, ensuring that the evaluation aligns with UNDP's standards and methodologies. Duties and Responsibilities:
The Local Evaluation Expert will have several key responsibilities, including but not limited to:

• Designing the evaluation framework and methodology tailored to the specific needs of the Creative Industries Kosovo Project.
• Conducting interviews, surveys, and focus group discussions with stakeholders, beneficiaries, and project staff to collect relevant data.
• Analyzing collected data to assess the project's effectiveness, efficiency, and impact on the creative industries in Kosovo.
• Preparing a comprehensive evaluation report that includes findings, conclusions, and recommendations for future projects.
• Presenting the evaluation results to UNDP and relevant stakeholders, facilitating discussions on the implications of the findings.
• Ensuring that the evaluation process adheres to ethical standards and respects the confidentiality of participants.
• Collaborating with UNDP staff and other experts to ensure a holistic approach to the evaluation.

Required Qualifications:
Candidates must possess a strong background in evaluation methodologies and practices, with a proven track record of conducting evaluations in development projects. A deep understanding of the creative industries sector, particularly in the context of Kosovo, is essential. The ideal candidate should have excellent analytical skills, the ability to synthesize complex information, and strong communication skills to convey findings effectively. Familiarity with UNDP's evaluation policies and procedures will be an advantage. Additionally, candidates should demonstrate cultural sensitivity and the ability to work collaboratively with diverse groups.

Educational Background:
A Master's degree in social sciences, development studies, evaluation, or a related field is required. Candidates with a Ph.D. or equivalent experience in evaluation or related disciplines will be preferred. Relevant certifications in evaluation methodologies or project management will also be considered an asset.

Experience:
The position requires a minimum of 5 years of professional experience in evaluation, particularly in the context of international development projects. Experience working with UN agencies or similar organizations is highly desirable. Candidates should have a demonstrated ability to manage evaluation processes from inception to completion, including designing methodologies, conducting fieldwork, and reporting findings.

Languages:
Fluency in English is mandatory, as all evaluation reports and communications will be conducted in English. Knowledge of Albanian or Serbian is considered an asset, as it may facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
The contract duration for this position is from 30 April 2026 to 30 June 2026, covering the evaluation period. This is a consultancy role, and the expert will be expected to work on a part-time basis, with flexibility in hours. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
