Job Overview:
The position of UN Volunteer is crucial for the implementation of UNICEF's multisectoral programs in the states of Bolívar, Delta Amacuro, and Sucre. The volunteer will work under the direct supervision of the Head of the Western Field Office, focusing on monitoring local contexts and their impact on UNICEF's cooperation programs. This role involves continuous assessment of local risks, emergencies, and socio-political dynamics, identifying trends affecting vulnerable populations, and providing early warnings to inform decision-making. The volunteer will also support data collection and reporting to ensure timely and culturally appropriate services for vulnerable children and families in hard-to-reach communities. The position requires a proactive approach to facilitate coordination with authorities, indigenous leaders, and community organizations, enhancing monitoring and evaluation processes to improve program effectiveness.

Duties and Responsibilities:
  • Monitor the local context and its impact on UNICEF's cooperation program, identifying risks and trends affecting vulnerable populations.
  • Propose rapid data collection plans during emergencies and support mid-term response monitoring.
  • Apply priority indicators to maintain a coherent and transparent monitoring system for children's situations.
  • Ensure timely collection, validation, and reporting of relevant data to support evidence-based decision-making.
  • Track program execution across the territory, ensuring compliance with agreements with implementing partners.
  • Identify operational bottlenecks and risks, proposing viable corrective measures.
  • Standardize and systematize field visit findings to optimize resource use for promoting children's rights.
  • Support the planning and management of strategic evaluations, facilitating the dissemination of findings and incorporating recommendations into annual reviews and work plans.
  • Improve program effectiveness through systematic data collection, analysis, and documented learning. 1
  • Represent UNICEF in relevant coordination meetings, ensuring bidirectional information flow with the field office and country office. 1
  • Prepare and support donor visits, contributing to results, compliance, and financial reports. 1
  • Ensure traceability of results and indicators funded by donors, maintaining data consistency across reports. 1
  • Perform any other related tasks as assigned by the supervisor.

Required Qualifications:
Candidates must possess strong analytical and communication skills, with a commitment to UNICEF's mission and values. The ideal candidate should demonstrate professionalism, integrity, teamwork, respect for diversity, and a commitment to continuous learning. Flexibility and adaptability are essential, as well as planning and organizational skills. The ability to work effectively in a multicultural environment and engage with various stakeholders is crucial.

Educational Background:
A bachelor's degree in social sciences, international development, public health, or a related field is required. Advanced degrees are preferred, particularly in areas relevant to child rights, education, health, or humanitarian assistance. Relevant certifications in monitoring and evaluation or project management would be advantageous.

Experience:
Candidates should have at least 2-3 years of relevant experience in program monitoring and evaluation, data analysis, or project management, preferably in the context of humanitarian or development work. Experience working with vulnerable populations and knowledge of the local context in Venezuela is highly desirable. Familiarity with UNICEF's programs and policies will be considered an asset.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication in the region. Proficiency in English is highly valued, particularly for collaboration with international donors and for report writing and presentations. Knowledge of indigenous languages spoken in the region would be an additional advantage.

Additional Notes:
This position is a full-time volunteer role under the United Nations Volunteers (UNV) program. The monthly living allowance is $1,819, with a pre-assignment allowance paid in the first payroll. A final assignment allowance is provided upon contract completion, subject to meeting conditions. Volunteers are covered by medical, dental, and hospital insurance, as well as life and disability insurance. The role is based in Ciudad Guayana, which is a planned city with significant industrial and logistical activities, and the volunteer must be prepared to navigate the local socio-economic challenges and cultural sensitivities.
