Job Overview: The Consultant for Gender and Climate Change Policy Development will lead the development of the Rencana Aksi Daerah Gender dan Perubahan Iklim (RAD-GPI) for Kota Banda Aceh. This role involves providing technical leadership and analytical direction to ensure that the RAD-GPI aligns with national frameworks and policies. The consultant will develop analytical frameworks, conduct policy mapping, and create evidence-based inputs to inform gender-responsive climate policy. The position requires a strong understanding of gender issues in climate change, particularly in the Aceh context, and the ability to synthesize stakeholder inputs into coherent policy documents. The consultant will also be responsible for capacity building and ensuring the integration of gender perspectives into climate change planning at the municipal level.
Duties and Responsibilities:
Provide overall technical leadership and analytical direction for the development of RAD-GPI, ensuring alignment with RAN-GPI and relevant policy frameworks.
Lead the development of analytical frameworks, policy mapping, and evidence-based inputs to inform gender-responsive climate policy.
Develop and refine technical content of RAD-GPI, including situation analysis, strategic priorities, and results framework.
Provide high-level technical inputs to capacity building processes, including strengthening ToT modules and analytical approaches.
Ensure integration of stakeholder inputs into policy analysis and drafting, maintaining coherence and quality of outputs.
Lead the preparation of policy-oriented outputs, including analytical papers, RAD-GPI drafts, and policy briefs.
Provide technical guidance for final consolidation of RAD-GPI and knowledge products, ensuring quality, clarity, and policy relevance.
Required Qualifications:
Master’s degree (or equivalent) in Gender Studies, Environmental Studies, Public Policy, Development Studies, or related fields.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Strong expertise in gender and climate change policy analysis, with the ability to develop analytical frameworks and translate evidence into policy recommendations.
Familiarity with the Acehnese context is a must, proven with work experience in the same field in Aceh.
Demonstrated experience in policy research, analytical writing, and development of strategic documents (e.g., action plans, policy briefs, frameworks).
Ability to lead complex analytical processes and synthesize multi-source inputs, including stakeholder consultations and research findings.
Strong technical writing and conceptual thinking skills, with the ability to produce high-quality policy documents.
Educational Background: A Master’s degree (or equivalent) in relevant fields such as Gender Studies, Environmental Studies, Public Policy, or Development Studies is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: At least 5 years of relevant professional experience in gender equality, climate change, or development policy are required. Proven experience in policy analysis, research, and drafting strategic or policy documents is essential. The candidate should have demonstrated experience in leading analytical work and producing high-quality written outputs. Experience working with government, academia, or development partners in policy processes is required, along with familiarity with gender and climate change issues in Indonesia, particularly in Aceh.
Languages: Fluency in English is mandatory. Knowledge of Bahasa Indonesia is highly desirable, as it will facilitate communication and understanding of local contexts and stakeholders.
Additional Notes: This is a home-based consultancy position. The consultant will be expected to deliver several key outputs by specified deadlines, including a substantive framework, policy mapping, draft RAD-GPI, and final technical consolidation.
