Job Overview:
The Senior Technology Learning Officer is a senior expert responsible for shaping and scaling technology capability development across the IT sector and the broader organization. This role involves designing and driving technology learning strategies, capability roadmaps, and learning ecosystems that enable teams to build critical skills in areas such as cloud computing, data analytics, artificial intelligence, cybersecurity, and platform engineering. The position emphasizes enabling learning at scale by embedding capability development within product teams, leveraging internal expertise, and integrating external learning solutions. The officer will operate through influence, standards, and collaborative partnerships to connect technology strategy, workforce capability, and delivery outcomes, ensuring that the workforce is equipped to execute digital transformation effectively.

Duties and Responsibilities:
The key responsibilities of the Senior Technology Learning Officer include developing and maintaining technology learning strategies aligned with IT priorities and workforce planning, creating integrated learning roadmaps that translate technology investments into clear skill-building pathways, and identifying future skill needs through technology trend analysis. The officer will design learning pathways for key technology domains, promote hands-on and practical learning, serve as a trusted advisor to IT and business leaders, set and maintain learning design standards, build and manage partnerships with technology vendors and learning providers, ensure data-driven decision-making in learning initiatives, and mentor junior team members on agile behaviors and best practices. The role also involves influencing capability development at an enterprise scale and shaping how a modern workforce builds digital and technology skills as part of a digital transformation.

Required Qualifications:
Candidates must possess a Master’s degree in Digital Transformation, Organizational Development, Learning & Development, or a related field with a minimum of 8 years of relevant experience, or a Bachelor’s degree with a minimum of 10 years of relevant experience. An equivalent combination of education and experience is also acceptable. Proven experience in leading technology learning, capability development, or workforce upskilling in a modern IT environment is essential. Candidates should have a strong understanding of enterprise technology domains, technology literacy across modern IT domains, and advanced capability in designing learning strategies and role-based capability frameworks at scale. Strong stakeholder management, collaboration, and advisory skills are required, along with experience working with learning ecosystems and a data-driven mindset.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Digital Transformation, Organizational Development, or Learning & Development, or a Bachelor’s degree with significant relevant experience. Candidates should have a strong foundation in technology and learning principles, with certifications in areas such as talent development, design thinking, change management, learning measurement, and agile methodologies being highly desirable.

Experience:
The position requires a minimum of 8 years of relevant experience for candidates with a Master’s degree, or 10 years for those with a Bachelor’s degree. Experience should include leading technology learning initiatives, capability development, or workforce upskilling in a modern technology and IT environment. Candidates should demonstrate a track record of enabling learning within product or engineering teams and possess strong analytical skills to link learning to business outcomes.

Languages:
