Job Overview: The National TVET Consultant position is designed to enhance UNESCO's engagement in Technical and Vocational Education and Training (TVET) in Ukraine, particularly in the context of post-war recovery and socio-economic reconstruction. The consultant will provide essential technical and operational support to an International Consultant, focusing on mapping the national TVET landscape, engaging stakeholders, and contributing to project proposals. This role is crucial for ensuring that UNESCO's initiatives align with national priorities and frameworks, thereby facilitating effective resource mobilization and design" style="border-bottom: 1px dotted #007bff !important;">program design. The consultant will work closely with the Head of UNESCO Antenna in Ukraine and the Head of Education, ensuring that local context and needs are adequately addressed in all deliverables.
Duties and Responsibilities: The National TVET Consultant will be responsible for a variety of tasks aimed at supporting the International TVET consultant. Key responsibilities include:
Analytical and Mapping Support: Conduct data collection and desk research on TVET actors, assist in mapping stakeholders, compile and organize data, and contribute to analysis and reporting.
Stakeholder Coordination and Liaison: Facilitate communication with national stakeholders, support meetings and workshops, and maintain stakeholder databases.
Programme Development Support: Assist in drafting concept notes and proposals, compile background information, and support the identification of partners.
Coordination and Representation: Support preparation for meetings and participate in technical meetings.
Communication and Knowledge Products: Assist in the preparation of materials and reports, and document good practices. The consultant will also be expected to provide regular progress updates and contribute to the development of stakeholder databases.
Required Qualifications: Candidates must possess a university degree in a relevant field, such as education, social sciences, or a related discipline. Additionally, they should have strong analytical skills, excellent communication abilities, and experience in coordination and stakeholder engagement. Familiarity with the TVET sector and its challenges in Ukraine is essential, as well as the ability to work collaboratively with diverse groups of stakeholders.
Educational Background: A university degree in a relevant field is required for this position. This could include degrees in education, social sciences, international development, or other related areas that provide a strong foundation for understanding the complexities of Technical and Vocational Education and Training (TVET) and its role in socio-economic development.
Experience: Candidates should have between 3 to 5 years of professional experience in the field of Technical and Vocational Education and Training (TVET) or related areas such as employment and labor market analysis. Experience working with international development partners and the Ukrainian government is highly desirable, as it will provide valuable insights into the local context and operational dynamics.
Languages: Proficiency in Ukrainian is mandatory for this position, as the consultant will be required to engage with local stakeholders and produce materials in the local language. Additionally, a working knowledge of English is necessary to facilitate communication with international partners and to access relevant resources and documentation.
Additional Notes: The contract duration for this position is from April 2026 to July 2026, with a possibility of extension based on project needs and performance. This is a consultant contract, and the position is open to external candidates, specifically Ukrainian citizens who are physically residing in Ukraine.
