Job Overview: The position involves providing consultancy services for the development of process and procedure manuals for the UFTF (Unidad de Financiamiento y Transferencia de Tecnología). The consultant will be responsible for analyzing existing processes, identifying gaps, and proposing improvements to enhance efficiency and effectiveness. The role requires a deep understanding of procurement processes and the ability to translate complex procedures into clear and actionable manuals. The consultant will work closely with UNDP staff and stakeholders to ensure that the manuals meet the operational needs of the UFTF and align with UNDP's standards and practices. The expected duration of the consultancy is a maximum of four months, during which the consultant will conduct meetings, gather information, and draft the manuals. The position requires strong analytical skills, attention to detail, and the ability to communicate effectively with various stakeholders.
Duties and Responsibilities:
Conduct a comprehensive review of existing processes and procedures related to the UFTF.
Identify areas for improvement and propose new processes that enhance operational efficiency.
Collaborate with UNDP staff and stakeholders to gather input and feedback on proposed changes.
Develop clear and concise manuals that outline the processes and procedures for the UFTF.
Ensure that the manuals are aligned with UNDP's policies and best practices.
Facilitate training sessions for UFTF staff on the new processes and procedures.
Provide ongoing support and guidance during the implementation of the new manuals.
Prepare and submit progress reports to UNDP management throughout the consultancy period.
Participate in meetings and workshops as required to discuss project progress and challenges.
Required Qualifications:
Proven experience in process analysis and documentation, particularly in the context of procurement or project management.
Strong understanding of UNDP's operational procedures and guidelines.
Excellent analytical and problem-solving skills.
Ability to work collaboratively with diverse teams and stakeholders.
Strong written and verbal communication skills in both English and Spanish.
Proficiency in using relevant software tools for documentation and project management.
Educational Background: A bachelor's degree in business administration, public administration, or a related field is required. A master's degree in a relevant discipline is preferred. Additional certifications in project management or procurement would be an asset.
Experience: A minimum of 5 years of relevant professional experience in process documentation, project management, or procurement is required. Experience working with international organizations, particularly in the context of UNDP, is highly desirable. Familiarity with the specific challenges and opportunities in the Honduran context will be an advantage.
Languages: Fluency in Spanish is mandatory, as the manuals will be developed in Spanish. Proficiency in English is also required to facilitate communication with UNDP headquarters and international stakeholders. Knowledge of additional languages would be considered an asset.
Additional Notes: This consultancy is expected to be conducted on a full-time basis over a period of four months. The position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications. The consultant will be required to submit their proposals through the UNDP Quantum Supplier Portal, and no proposals will be accepted via email or other means. A pre-bid meeting will be held on March 19, 2026, to provide further information about the consultancy and answer any questions from potential bidders.
