Job Overview:
The UN Volunteer will play a crucial role in supporting the Flood Recovery Programme (FRP) by managing and analyzing data related to the recovery efforts following the devastating floods in Pakistan. This position requires a strong focus on data management, analysis, and visualization to ensure that the Provincial Rehabilitation and Reconstruction Unit (RRU) has access to accurate and timely information. The volunteer will work closely with various stakeholders, including the Planning and Development Department of the Government of Sindh, to facilitate effective monitoring and reporting processes. The role is essential for enhancing transparency and accountability in the allocation of financial resources for flood recovery, as well as improving governance mechanisms and capacities for resilient recovery.

Duties and Responsibilities:
The UN Volunteer will be responsible for a variety of tasks, including:
  • Data Management and Engineering: Developing, cleaning, structuring, and managing datasets required by the RRU; building data pipelines and integration workflows; organizing and validating provincial level data for monitoring and reporting; and preparing data for the Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) dashboard.
  • Data Analysis and Visualization: Conducting descriptive and analytical assessments of project, financial, and geographic data; preparing data summaries and visual outputs for senior officials and donor meetings; developing visualizations using tools like Power BI and Tableau; and creating performance indicators based on provincial recovery data.
  • Support to Monitoring and Reporting: Assisting in the preparation of monthly, quarterly, and annual progress reports; compiling data from various sources; supporting verification and quality checks of reported data; and ensuring alignment with reporting requirements.
  • Technical Support and Documentation: Providing technical support to P&DD staff in data extraction and management; maintaining documentation such as data dictionaries and SOPs; coordinating with technical teams for data integration; and troubleshooting issues with software developers.
  • Coordination and Capacity Support: Participating in consultations and review meetings; training staff on data handling and reporting practices; and liaising with line departments to collect and validate datasets.

Required Qualifications:
Candidates should possess strong analytical skills, proficiency in data management and visualization tools, and a solid understanding of data analysis methodologies. Familiarity with monitoring and evaluation frameworks is essential. The ideal candidate should demonstrate adaptability, creativity, and professionalism in their work. Strong communication and interpersonal skills are also required to effectively collaborate with various stakeholders and facilitate training sessions.

Educational Background:
A bachelor's degree in a relevant field such as data science, statistics, information technology, or social sciences is required. Advanced degrees or certifications in data management or analysis would be an asset. Candidates should have a solid foundation in quantitative and qualitative research methods, as well as experience with data visualization tools.

Experience:
Candidates should have at least 1-2 years of relevant experience in data management, analysis, or monitoring and evaluation. Experience working with governmental or international organizations, particularly in the context of disaster recovery or humanitarian assistance, is highly desirable. Familiarity with the socio-economic context of Pakistan and previous work in similar roles will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is considered a strong asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of data collection and validation processes.

Additional Notes:
This is a national UNV assignment, and the UN Volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 131,372 is provided monthly to cover housing, utilities, and living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires a commitment to the objectives of the Flood Recovery Programme.
