Job Overview:
The consultant will work under the direct supervision of the Deputy Representative and in close consultation with the Planning, Monitoring and Evaluation Specialist. The role involves collaborating with UNICEF program sections to synthesize themes from prioritization discussions, facilitating Theory of Change (ToC) workshops, and supporting the development of high-quality documents for the next Country Programme Document (CPD). The consultancy will be a mix of office-based and home-based work, depending on the deliverables. Key tasks include analyzing materials related to the situation of children in Kyrgyzstan, preparing training materials, facilitating workshops, and ensuring alignment of results and strategies in CPD-related documents. The consultant will also review explanatory notes for each program component to assure quality.

Duties and Responsibilities:
  • Familiarize with the draft Light Situation Analysis of Children and Adolescents and support the PME team in developing and finalizing Evidence Synthesis.
  • Prepare background materials for Rights and Results Programming training and facilitate workshops.
  • Conduct a country visit for the facilitation of the Strategic Moment of Reflection workshop.
  • Assist in drafting and finalizing Theory of Change (ToC) and implementation strategies for each program component.
  • Guide the development and quality review of Explanatory Notes and RRPs.
  • Draft the Country Programme Document (CPD) narrative and revise it based on feedback from the TCO and RO. The assignment spans 50 working days from May 2025 to April 2027, with remote work and two missions to Bishkek.

Required Qualifications:
  • An advanced university degree (Master’s degree or higher) in political science, sociology, or a relevant field.
  • A minimum of 10 years of international experience in development programs, particularly related to children, women, and youth.
  • Proven knowledge of Rights and Results Programming and a strong track record in facilitating workshops.
  • Expertise in human rights-based programming and planning cooperation frameworks in developing countries.
  • Excellent analytical and report writing skills in English.
  • Familiarity with UNICEF Country Programme planning and strategic foresight methods, particularly in the Europe and Central Asia region.
  • Knowledge of the political and socio-economic contexts of Kyrgyzstan or Central Asian republics is an asset.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or higher) in political science, sociology, or another relevant field, which is essential for understanding the complexities of development programs and the rights of children and women.

Experience:
The position requires a minimum of 10 years of international experience in development programs, with a focus on children, women, and youth. This extensive experience is crucial for effectively facilitating workshops and contributing to the development of the Country Programme Document.

Languages:
Fluency in English is mandatory. Knowledge of Russian or Kyrgyz is considered an asset, enhancing communication and understanding within the context of Kyrgyzstan.

The consultancy is structured as a remote position with specific travel requirements to Bishkek for workshops. The assignment spans from May 2025 to April 2027, with a total of 50 working days.
