Job Overview:
The Associate IT Workforce Development and Engagement Officer plays a crucial role in shaping the workforce development and engagement strategies within the Information and Technology Solutions (ITS) Vice Presidential Unit of the World Bank Group. This position is designed for individuals who are passionate about technology and its impact on organizational success. The officer will lead the design and continuous improvement of initiatives that align with the ITS strategy and digital transformation goals. This includes developing technology skills strategies, creating learning roadmaps, and implementing engagement initiatives that enhance IT capabilities and foster a culture of agility and innovation. The officer will work independently to translate workforce strategies and technology trends into actionable programs, ensuring that the organization has the right skills and capabilities to meet its objectives. The role also involves advancing the global talent strategy, particularly in the Sofia Global Business Center, to position it as a competitive technology hub.

Duties and Responsibilities:
The key responsibilities of the Associate IT Workforce Development and Engagement Officer include:
  • Designing, implementing, and continuously improving technology workforce development programs, focusing on role-based learning pathways and upskilling initiatives in key technology domains such as cloud computing, data analytics, cybersecurity, and artificial intelligence.
  • Strengthening the IT talent pipeline by developing early-career and internship programs, providing insights for hiring decisions, and establishing partnerships with academic institutions and industry organizations to ensure a sustainable flow of technology talent.
  • Informing the global technology workforce strategy through skills analysis and workforce insights that guide decisions on capability distribution and future workforce composition.
  • Driving engagement and inclusion by creating initiatives that enhance employee experience, retention, and performance, while promoting agile and psychologically safe working environments.
  • Advancing the Sofia Global Business Center by implementing workforce development and engagement initiatives that enhance its reputation as a high-performing technology hub.
  • Leading IT workforce communications and community-building efforts through strategic messaging, events, and recognition programs that connect a globally distributed workforce.
  • Shaping modern ways of working by aligning workspace strategies with agile delivery and team needs.
  • Delivering workforce insights through analysis and recommendations that inform organizational design and investment in technology talent.

Required Qualifications:
Candidates must possess expert-level abilities in designing and leading IT workforce development and engagement programs, integrating technology skills strategy with organizational development practices and workforce analytics. A deep understanding of IT upskilling, including the design of role-based learning pathways and capability-building initiatives across strategic technology domains, is essential. Proven experience in workforce planning and skills strategy, including analyzing labor market trends and skills gap assessments, is required. Candidates should demonstrate advanced proficiency in agile delivery models and product-oriented working methods, as well as expertise in employee engagement and culture initiatives within a global technology workforce. Strong strategic thinking and business acumen are necessary to connect IT workforce strategy with broader organizational objectives.

Educational Background:
A Master’s degree in Business Administration, Organizational Development, Information Technology, Digital Transformation, or a related field is required, along with a minimum of five years of relevant professional experience. Alternatively, a Bachelor’s degree in a related field with at least seven years of progressively responsible experience is acceptable. An equivalent combination of education, training, and experience may also be considered.

Experience:
Candidates should have a minimum of five years of relevant professional experience for those with a Master’s degree, or seven years for those with a Bachelor’s degree. Experience should include progressively responsible roles in IT workforce development, engagement, and organizational strategy, with a focus on technology skills and digital transformation.

Languages:
The mandatory language for this position is English, which is required for effective communication within the organization and with external partners. Proficiency in additional languages may be considered a plus, enhancing the candidate's ability to engage with diverse teams and stakeholders.
