Job Overview: The HR Associate, Client Services position is integral to the Client Services Team, which provides administrative support throughout the employee lifecycle. This role involves collaboration with the HR Business Partner (HRBP) and Regional HR Analyst/Specialist to deliver high-quality HR services and programs to clients in both the Regional Office and Country Offices. The HR Associate will report directly to the HR Business Partner and will be responsible for managing various HR administrative tasks, including recruitment processes, onboarding and offboarding of staff, and maintaining HR data integrity. The position requires a proactive approach to support the HR team in implementing effective HR strategies and ensuring compliance with UNFPA policies and procedures. The HR Associate will also play a key role in facilitating learning and performance management practices, contributing to the overall development of HR initiatives within the organization.
Duties and Responsibilities: The HR Associate will have a diverse set of responsibilities, including:
Providing HR administrative support for recruitment management processes, including organizing vacancy announcements, interview logistics, and document management for both internationally and locally recruited staff.
Assisting in onboarding and offboarding processes, managing contract extensions, and separations, and liaising with Corporate DHR and local UNDP colleagues.
Maintaining HR files and records confidentially, ensuring compliance with UNFPA policies and procedures.
Supporting the development and implementation of data collection systems to optimize HR data quality and analytics.
Monitoring contractual status of staff and advising on appointments, extensions, and separations.
Facilitating the performance appraisal process and supporting individual and organizational learning plans.
Providing general information on HR strategies, rules, and regulations to management and staff.
Preparing documentation and correspondence related to HR matters, and supporting the delivery of learning and development activities.
Participating in meetings and events, ensuring successful execution of HR initiatives and providing necessary logistical support.
Required Qualifications: Candidates must possess a secondary education as a minimum requirement. Additionally, they should have at least 7 years of progressively responsible HR and/or administrative experience. Proficiency in using computers and office software packages, particularly MS Word and Excel, is essential. Experience with web-based management systems is also required. Candidates should demonstrate strong organizational skills, attention to detail, and the ability to manage multiple tasks effectively while maintaining confidentiality and compliance with HR policies.
Educational Background: The minimum educational requirement for this position is secondary education. However, candidates with higher education qualifications in human resources, business administration, or related fields may be preferred. Continuous professional development in HR practices and policies is also advantageous.
Experience: The HR Associate position requires a minimum of 7 years of progressively responsible experience in HR and/or administrative roles. Candidates should have a proven track record of managing HR processes, including recruitment, onboarding, and performance management. Experience in an international organization or within the UN system is highly desirable, as is familiarity with HR data management and reporting.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is considered an asset and may enhance a candidate's suitability for the role.
