Job Overview:
The position of Chef(fe) de projet WASH & Abris at NRC involves implementing complex projects in a challenging operational environment. The candidate will be responsible for enhancing the protection and survival framework for displaced persons through integrated WASH (Water, Sanitation, and Hygiene) and Shelter projects. This role requires the ability to capitalize on lessons learned from the implementation of integrated and multisectoral projects, contributing to the development and strengthening of programs. The candidate will also support proposal processes, budgets, project reviews, and ensure high technical quality in reporting. The role includes promoting effective solutions for shelter and access to water, sanitation, and hygiene, while adhering to environmental and climate standards.

Duties and Responsibilities:
  • Support the proposal process, budgets, modifications, project reviews, and reporting, ensuring high technical quality.
  • Collaborate with project teams and the monitoring and evaluation department to track program indicators.
  • Promote effective shelter solutions and access to water, sanitation, and hygiene (WASH), considering environmental and climate standards.
  • Ensure that housing, land, and property (LTP) due diligence processes are integrated and information is shared between Shelter/WASH and ICLA teams.
  • Support localization initiatives following an integrated and multisectoral approach.
  • Ensure compliance with safe and inclusive programming (SIP).
  • Develop and lead needs assessments in collaboration with zone program teams, protection teams, and monitoring and evaluation teams.
  • Represent NRC to donors and relevant ministries, as well as in humanitarian coordination meetings in the country.
  • Actively promote and operationalize synergies between the WASH-Shelter program and other NRC programs, focusing on education, protection, and ICLA/HLP, while maintaining the promotion of clean energy for a better environment. 1
  • Provide support and contribute to recruitment processes for all WASH and Shelter staff. 1
  • Contribute to the development and revision of WASH and Shelter strategies in Burkina Faso according to the required levels of involvement by the specialist. 1
  • Collaborate with decentralized state technical services and municipal technical services in the implementation of NRC's WASH and Shelter project activities.

Required Qualifications:
  • Minimum of 3 years of experience in a technical expertise area within a humanitarian/recovery context.
  • At least 2 years of expertise in WASH and/or Shelter and GSAT (as a project manager or in similar responsibilities).
  • Documented results related to the responsibilities of the position.
  • Master's degree or equivalent in a relevant field such as civil engineering, rural engineering, hydrogeology, hydraulic, humanitarian WASH, environment, architecture, social studies, or a related area of expertise.
  • Experience working in complex and volatile contexts.
  • Knowledge of personal leadership skills and profiles.
  • Proficiency in French, both written and spoken, and proficiency in English is an asset.
  • Specific skills, knowledge, and experience related to the context: knowledge of the Sahel region, experience in capacity building of teams, experience in emergency WASH and Shelter projects, prior experience with emergency government donors and at least one UN agency, technical knowledge and experience in behavior change processes in a humanitarian context, technical knowledge and experience in community engagement processes in a humanitarian context, experience in the construction and management of boreholes in a complex hydrogeological context is desirable, and understanding of SPHERE minimum standards is required.

Educational Background:
A Master's degree or equivalent in a relevant field such as civil engineering, rural engineering, hydrogeology, hydraulic, humanitarian WASH, environment, architecture, social studies, or a related area of expertise is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage WASH and Shelter projects in a humanitarian context.

Experience:
The position requires a minimum of 3 years of experience in a technical expertise area within a humanitarian or recovery context. Additionally, at least 2 years of expertise specifically in WASH and/or Shelter and GSAT is necessary, ideally in a project management role or similar responsibilities. Candidates should have documented results related to their previous roles, demonstrating their capability to handle the complexities of humanitarian projects.

Languages:
Proficiency in French is mandatory, both written and spoken. Proficiency in English is considered an asset, which may enhance communication and collaboration with international teams and stakeholders.
