Job Overview:
The position of IT Officer, Business Solutions I (OutSystems Technical Lead) is crucial for the World Bank Group's mission of leveraging technology to enhance operational efficiency and effectiveness. The role focuses on implementing the strategic direction of the organization’s technical solution roadmap by utilizing OutSystems, a leading low-code application development platform. The Senior Solutions Architect will be responsible for leading the design, development, and integration of scalable applications that support business processes and accelerate digital transformation. This position requires a deep understanding of OutSystems and the ability to address complex challenges in systems integration, ensuring that the solutions developed align with the organizational goals and user experience standards. The successful candidate will work closely with cross-functional teams and will be expected to mentor engineering teams, contributing to a strong product and engineering culture.

Duties and Responsibilities:
The duties and responsibilities of the IT Officer, Business Solutions I include leading the architecture and delivery of enterprise-grade solutions using OutSystems, defining and maintaining the technical vision for OutSystems ecosystems, and addressing complex challenges in systems integration and data interoperability. The role also involves collaborating with cross-functional teams to ensure that solutions meet organizational goals, establishing governance frameworks and coding standards, and evaluating emerging technologies to improve solution architecture. Additionally, the candidate will oversee the solution architecture for OutSystems and microservices, design integrations with enterprise systems, provide hands-on leadership for complex builds, and drive observability and reliability across OutSystems applications. The position also requires the candidate to partner with Product Managers and Developers to prioritize technical enablers, manage technical debt, and guide product and solution direction based on usage analytics and business KPIs.

Required Qualifications:
Candidates must possess a master’s degree in computer science, engineering, or a related technical field with at least 8 years of relevant experience, or a bachelor’s degree with a minimum of 10 years of project management experience. A minimum of 7 years’ experience in enterprise Low code / No code application architecture is required, along with proven experience in delivering technology-centric or AI-enabled products. The candidate should have a strong grounding in integration architectures, experience establishing ALM/DevOps for OutSystems, and a proven track record of implementing secure-by-design solutions aligned with enterprise standards. Additionally, the candidate should demonstrate the ability to learn quickly and adapt to changing priorities in a dynamic environment.

Educational Background:
The educational background required for this position includes a master’s degree in computer science, engineering, or a related technical field. Alternatively, a bachelor’s degree with significant project management experience is acceptable. The emphasis is on having a strong technical foundation that supports the responsibilities of the role, particularly in low-code application architecture and enterprise-level technology solutions.

Experience:
The position requires a minimum of 8 years of relevant experience for candidates with a master’s degree, or at least 10 years for those with a bachelor’s degree. Candidates should have a minimum of 7 years of experience specifically in enterprise Low code / No code application architecture, along with experience in managing the full product lifecycle and working directly with developers and Product Owners to shape technical solutions. Proven experience in delivering technology-centric products and adapting to changing priorities is essential.
