Job Overview: The consultant will play a pivotal role in leading and coordinating the development of a comprehensive Privacy Board Policy for WFP. This position requires a deep understanding of privacy governance frameworks and the ability to align the policy with WFP’s internal governance structures and international best practices. The consultant will be responsible for conceptualizing, drafting, and delivering the policy, ensuring it is operationally feasible and meets the strategic priorities of the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director. The role involves engaging with various stakeholders, conducting consultations, and ensuring that the policy reflects the needs and expectations of both internal and external parties. The consultant will also benchmark existing privacy governance models and prepare documentation that supports the policy's implementation.
Duties and Responsibilities: The consultant will lead and manage all activities related to the development of the Privacy Board Policy. This includes drafting the roadmap and the policy itself, which encompasses the governance structure for data protection and privacy, mandate, governance model, membership, decision-making processes, roles and accountabilities, and oversight bodies. The consultant will conduct consultations, workshops, and interviews with key stakeholders, both internally and externally, to gather insights and feedback. Additionally, the consultant will benchmark privacy governance models across UN agencies, international NGOs, and the private sector to ensure best practices are incorporated. The consultant will prepare final documents, including annexes, terms of reference, workflows, presentations, and supporting tools, and will present drafts and the final policy to senior management for endorsement.
Required Qualifications: Candidates must possess an advanced degree in Law, Public Policy, International Relations, Data Protection, or a related field. A minimum of 10 years of experience in governance, policy development, or regulatory compliance is required. The ideal candidate will have experience in policy design and consultation processes, with a proven ability to bridge bottom-to-top and top-to-bottom policymaking. Familiarity with UN frameworks and privacy governance models is essential. Strong drafting, analytical, and facilitation skills are also necessary to succeed in this role.
Educational Background: An advanced degree in a relevant field such as Law, Public Policy, International Relations, or Data Protection is mandatory for this position. This educational background will provide the necessary foundation for understanding the complexities of privacy governance and policy development.
Experience: The position requires a minimum of 10 years of relevant experience in governance, policy development, or regulatory compliance. Candidates should have a strong track record in policy design and consultation processes, demonstrating their ability to navigate complex organizational structures and engage with diverse stakeholders effectively. Experience with UN frameworks and privacy governance models will be highly advantageous.
Languages: While proficiency in English is mandatory, knowledge of additional languages, particularly those commonly used in international organizations, would be considered a valuable asset. This could include languages such as French, Spanish, or Arabic, which may enhance communication with a broader range of stakeholders.
Additional Notes: The consultancy is expected to last for 11 months and will be based at WFP Headquarters in Rome. The position is full-time, and the consultant will report directly to the Director of the Global Privacy Office.
