Job Overview: The Education Programme Development Manager (PDM) for Cameroon will play a crucial role in designing, developing, and implementing education programs/projects specifically tailored for the Northwest, Southwest Regions, and Far North of Cameroon. This position requires a highly qualified, resilient, and dynamic professional who will be responsible for the technical and strategic development of the Education Core Competency (CC). The PDM will provide strategic direction and quality assurance for NRC programming, ensuring that the education initiatives are aligned with regional and global strategies. The role involves collaboration with local partners, mentoring, training, and capacity strengthening of staff. Additionally, the PDM will lead the development of the education portfolio in the country, setting minimum standards, developing relevant tools and procedures, coordinating responses, and contributing to advocacy efforts as well as design" style="border-bottom: 1px dotted #007bff !important;">program design and proposal development for fundraising.
Duties and Responsibilities: The duties and responsibilities of the Education Programme Development Manager include:
Developing the Education strategy, technical Standard Operating Procedures (SoPs), guidelines, and Macro Log-frames (MLF) that align with regional and global strategies.
Ensuring compliance with NRC policies and the Global Education Strategy, which serves as the leading technical document for education initiatives.
Overseeing the program development and rollout of relevant tools, SOPs, and guidelines.
Defining, developing, and growing NRC Cameroon’s Education program to ensure it remains relevant, needs-based, and data-driven.
Leading education assessments and response analyses in collaboration with other Core Competencies to ensure synergies and multi-sector responses.
Advising the Country Programme on appropriate actions required for new emergencies.
Engaging in external coordination with cluster mechanisms and other humanitarian actors.
Managing funding proposals, project budgets, and donor reports.
Required Qualifications: The position requires the following qualifications:
A minimum of 3 years of experience in a senior-level project implementation position within a humanitarian or recovery context.
Experience working in complex and volatile environments.
Managerial experience with a focus on strategy and program development is desirable.
Technical expertise in education, particularly in non-formal education, youth programming, and psychological support.
Proven ability to work effectively in a matrix hierarchical structure with various internal interlocutors.
Documented results related to the position’s responsibilities.
Knowledge and skills in market analysis, cash-based interventions, and market-based programs.
Understanding of leadership skills and profile.
Educational Background: Candidates must possess a degree in International Relations or Social Sciences, with a Master’s degree being advantageous. This educational background is essential to understand the complexities of humanitarian work and the educational needs of displaced populations.
Experience: The ideal candidate should have a minimum of 3 years of experience in a senior-level project implementation role within a humanitarian or recovery context. Experience in managing projects in complex and volatile environments is crucial, as is a background in education programming and strategy development.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Knowledge of local languages or French would be considered an asset, enhancing communication with local partners and communities.
Additional Notes: The duty station for this position is Bamenda, Cameroon, and it is a fixed national contract lasting 9 months, with the possibility of extension until the end of December 202
The role may require travel of up to 40% to various areas of operation within Cameroon. The salary and benefits are based on grade 9 of NRC’s salary scale, which includes accompanying terms and conditions.
